You need to wait a couple of weeks and look at the behavior of the arrow. If she begins to fade, then you can safely remove it. But if the peduncle remains green, then you do not need to cut it. It often happens that the plant rests a couple of months, and then expels new buds on the old arrow. In order to grow a new peduncle, phalaenopsis will need more time.
