General information

Pension is a payment in cash, which is regularly paid by the state to a certain category of persons. Citizens entitled to a pension include people who have reached retirement age, have a disability, or have lost a breadwinner.

Payments on a monthly basis to replace a person’s lost earnings are called pensions. In our country, it is generally received by citizens who have reached the age prescribed by law. For this reason, they are entitled to an old-age pension from the state. The age at which such payments begin is established by regulatory acts in each state separately, even within the same country, this value can change over time. The increase in the age level of access to state security indicates two points:

  • Positive changes in the life expectancy of citizens of the country.
  • Negative economic reasons.

Currently, in the Russian state, citizens receive an old-age pension after the following age:

  • Women after fifty five.
  • Men after sixty years.

Although the onset of retirement age is not the only condition for accruing state security in Russia. Another necessary condition is the presence of the required work experience. For the current period, pension reform provides for the required minimum length of service of at least five years, but over the next few years it should gradually increase to fifteen years.

The old-age pension consists of insurance contributions paid by the responsible employer for their employees in the FIU. All contributions are added to the person’s retirement account. It includes the basic pension, the amount of pension savings until 2002, the valorization and the amount of pension capital created after 2002. The resulting number is divided by two hundred thirty-four. This figure is the estimated number of months during which a citizen will receive payments. Tentatively, this is nineteen and a half years. This number is used only in calculations, so if a citizen lives longer, then the pension will be paid until the end of his life.

  • JV - insurance part.
  • PV is a fixed component.
  • PK1 is a special coefficient applied to citizens who have postponed retirement after the appropriate age.
  • IPC - an individual coefficient.
  • CPK - the price of a conventional coefficient.
  • PK2 - the price of a special coefficient.

Five years ago, a new reform of the country's pension system began. It implies a transition to another principle of calculating government payments. In accordance with the new rules, the size of the pension will be formed on the basis of the value of points (coefficients). Points are formed according to the same principle by which pension capital was formed. The number of points will increase if a citizen applies for a pension later than receives the right to accrue it.

In Russia, there are three main types of pensions for citizens:

  • Social.
  • Military

Social pension. This type of payment is material assistance from the state to certain categories of citizens who are unable to work. State support relies on citizens who do not have an official source of income. Getting state social benefits is a painstaking and lengthy process. It requires a large number of documents. To calculate a disability pension, an extract from the survey and a certificate of insufficient income of other family members, if any, are required. A citizen with disabilities must confirm the absence of a minimum length of service. Otherwise, a person will be assigned a different type of payment. Small children may also be provided with survivor benefits. These are monthly payments with a fixed amount. Their size does not depend on the number of dependents.

Old-age pensions are calculated for all citizens who have reached the age of sixty years (for men) and fifty-five years (for women), but the condition must be met that these people have at least five years of work experience. Pension consists of insurance and funded part. It depends on the age of the person, on official contributions to the FIU and the date of retirement of a citizen.

The right to receive social benefits in the amount of fifty percent of the salary is received by military personnel after twenty years of service (without preferential service, at thirty-seven years). Money supply does not go through the FIU, but through the budget of the Ministry of Defense of our country. Employees in the military industry do not pay contributions to the FIU. The amount of cash payments to the military depends on the period of their public service, years of service and other factors.

State support cannot be less than the minimum subsistence level. Therefore, depending on the region, the minimum pension is from five to seven thousand rubles. The subsistence minimum is formed on the basis of a consumer basket consisting of food products, non-food goods and services. If a citizen's pension is less than the subsistence minimum established in the region, then he has the right to receive a supplement to the required level. This issue is addressed by social protection authorities. If they deny the citizen his right, then they should seek a surcharge, defending their interests in court. The increase in the amount of state payments can only be made for retirees and low-income citizens.

Pensioners by age have every chance of getting a supplement from the regional authorities to the cost of living. The decision is made after assessing the level of human security. The main sources of income that social protection authorities pay attention to are:
