The municipal task is the planning of the work of budgetary organizations for a year. These include kindergartens, schools, hospitals and other organizations funded from the local budget and having local subordination. Local authorities are the founders of these organizations. These are mainly institutions that provide social and socio-economic services to the population.
The state (municipal) task refers to the basic documents of the institution, on the basis of which its activities for the provision of services are carried out. It provides a definition of the type of services that the organization provides. For example, if it is a kindergarten, then its service is the upbringing of preschool children and the promotion of a comprehensive formation of the child’s personality.
The municipal task is prepared in accordance with regulatory acts of federal and regional significance. The list of fundamental documents is given in the first chapter. Next are the indicators that are expected for the year. The same kindergarten plans how many children it can accept according to the list, how large the groups will be on a daily basis in order to ensure the cost-effectiveness of building maintenance and personnel. Sources of financing must be indicated . In this case, it is the local budget together with the parental fee, certain amounts are negotiated. Paying for parents covers the cost of food for children, but paying employees, building repairs and paying utility bills is already the fate of the local budget.
The municipal task is mandatory for all participants.
The local budget must pay, institutions must ensure that services are provided in full and at the highest level. But, unfortunately, it often happens that there is not enough money for normal financial support. They begin to cut funding, the institution has a difficult choice: to cut employees, pay them less wages or not to repair the building. Management is beginning to feverishly resolve the dilemma. The task cannot be completed, everything must correspond to the level. Reduce staff, lose specialists - this immediately affects the quality of work of the entire institution. There remains a refusal to repair the building and purchase new equipment. So our children go to gardens that require serious repairs, and parents collect toys. And in the
district hospitals, patients lie on the beds of the pre-war time.
The municipal task involves the development of the institution, an increase in the number of services. It is assumed that each organization should strive for its development. The institution must annually conduct a survey of people who are their customers and consumers of services. The purpose of this questionnaire is to find out whether the
quality of services satisfies consumers
, whether their volume is sufficient, what changes need to be made to the organization’s work. Based on the data received, the following municipal task is done.
