The supreme executive authority

The political system in Russia underwent changes at the end of the last century. These changes necessitated a review of the content of three areas: the functions performed by the state, the activities of the systems responsible for their implementation, as well as the principles in accordance with which the functioning of these systems is carried out. In this regard, the entire structure of government bodies has undergone changes . Significant changes have occurred in the mechanism of government.

Legislative power in Russia at the federal level is exercised by the Parliament - the Federal Assembly.

The government is a collegial representation. This supreme executive authority includes the Chairman, federal ministers, and vice-chairmen.

The first represents the Government, both inside and outside the state, holds meetings, has the right to a casting vote, signs government acts. In addition, he submits to the President proposals on the system of federal representations of the executive branch, the appointment or dismissal of his deputies from office (or federal ministers), as well as on their promotion or penalties (disciplinary including) on ​​them. The Chairman of the Government distributes duties among the deputies, and also systematically provides information to the President on the work of the Government.

Deputies, who are members of the supreme executive body, take part in meetings, having the right to a decisive vote, participate in the development and implementation of government policy. Their activities also include the preparation of orders and resolutions, ensuring their implementation, coordination of the work of federal missions, the formation of instructions for them, as well as control over their activities. Deputies also carry out preliminary consideration of projects, proposals, orders and resolutions that are submitted to the Government.

Federal ministers, comprising the highest executive body, take part in government meetings and have the right to a casting vote. They are endowed with managerial powers in the respective federal missions. Ministers that make up the highest executive body participate in the preparation of orders and decisions, ensure their implementation, and also take part in the development and implementation of government policy.

Members of the Government cannot:

  1. Be part of the Federation Council, State Duma deputies to be, representative bodies of subjects of elected representatives of local government.
  2. Engage in business (through representatives or in person), including taking part in the management of an economic entity, regardless of its organizational and legal structure.
  3. To hold other positions in state bodies, public associations, local government representative offices.
  4. Engage in other activities and receive payment for it, with the exception of creative work (pedagogical and other).
  5. To be representatives or agents in the affairs of third parties in state bodies.
  6. To receive fees for speeches or publications related to the activities of the Government.
  7. Use information, means of informative, financial, as well as material or technical support, providing only official use, for non-official purposes.
  8. To accept gifts, loans, cash and other remuneration, services, payments for recreation and entertainment, including those not provided for in the Federal Law, for the exercise of their powers.
  9. Accept special and honorary titles, awards and other distinctions from other states without the consent of the President.
