Initially, the state of affairs in the world was much more deplorable. This was due to the virtual absence of a state form of organization of society. Later, this principle of public administration became completely ineffective.

He was replaced by such a thing as the separation of powers. It implied the delegation of power to various bodies with different targeting. Thanks to this principle, departments of the legislative, executive and judicial spheres appeared. However, the development of public administration did not stop there. Moreover, with the advent of collegiality in the activities of the relevant departments, the system of local self-government was significantly modernized. Thus, in modern Russia there are a large number of different management structures, one of which is representative.

In the theory of state and law, there are many terms whose basis is not completely understood. An example is a representative authority. This multifaceted concept is today the subject of the work of many scientists. In this case, the whole catch is that it is not possible to understand its essence immediately. However, in accordance with the most popular opinion, a representative authority is a structure that is vested with certain powers that differ in their specificity.

But the representative nature of these departments is not due to their rights and functions. This feature is explained by the fact that the population of a certain territory delegates their authority to such bodies and entrusts them with the ability to exercise control.

Quite often, scientists identify the terms “representative” and “legislative”. In general, the concepts are really similar to each other. Indeed, in both cases, representative and legislative bodies are departments that directly elect the people of a certain territory, whether it be a state or a rural community. However, one cannot completely identify these concepts. The bottom line is that when we talk about representative bodies, all elected departments are considered without exception. These today include both legislative structures and local governments. Thus, representative departments are a more extensive system of official state organizations. But it includes special, central bodies, one of which is the Parliament of the Russian Federation.

Any system of departments is coordinated by a single center, which has the greatest number of powers. The representative authority is, as we found out, a special agency selected by the population of a certain territory. If we pay attention in this context to the Parliament of the Russian Federation (Federal Assembly), then it is a classic elective structure. In general, the similar legal status of the legislature is the same in all states. In Russia, the Federal Assembly is the key agency that has the right to issue official acts of higher legal force.

  • approve and change the boundaries between the subjects of the Russian Federation;

The bottom line is that self-government in certain areas, regions and other territorial units are the guarantor of the rule of law and well-being of citizens. At the same time, the rights of elected departments of this type are quite extensive. This is due to several facts:

  • secondly, local self-government is engaged in solving the smallest, most continuous issues of community activity.

Thus, the existence of such departments is necessary, even if we are talking about large territorial formations, which are cities.

Local authorities in the Russian Federation are represented by a fairly developed network of various departments. In this case, it should be noted that their structure and forms of activity largely depend on the ethnic characteristics of a certain territory. The most common local governments include:

  • Parliament of the subject of the Russian Federation;

In both cases, departments coordinate public relations in a particular territory. The city duma or parliament of a constituent entity of the Russian Federation, as we understand it, is a much more extensive structure than the rural administration. However, the powers of these bodies in both cases are significantly limited. The City Duma has the right to decide only those issues that directly relate to the activities of its controlled territory. Moreover, acts of such bodies may not contradict federal laws and the provisions of the current Constitution.
