Location
Once aboard the Kataria ship, you can get the Gust of Wind in Skyrim. You will visit the site of the wreck of this vessel during the quest “Glory to Citisu!”, Which, in turn, is part of the Dark Brotherhood quest chain.
Please note that it is not enough just to get into the desired location. The fact is that the blade is stuck in the very edge of the ship’s bowsprit, which means you have to show the wonders of acrobatics to get to it.
