In 2008, a new, improved PPP charter was introduced. Order 80, dated January 29, 2008, approved a new edition of the main document. It concerns the functioning of patrol services.
The Charter of the teaching staff determines the basic rules of service, designed to protect public order. The purpose of the functioning of the patrol service :
- stand up to protect the rights, freedoms, health and life of all citizens;
- protect the interests of the state, society and the individual, as well as various types of property.
All these functions are specially created outfits to prevent illegal or criminal actions.
The Charter of the teaching staff is a guide for all employees included in the system of bodies of the Ministry of Internal Affairs during the period when they assist in the implementation of patrol duty, and also implement measures aimed at curbing the crime.
The main units contributing to the implementation of tasks aimed at protecting public order:
- drill;
- service of road patrols;
- private security, included in the system of bodies of the Ministry of Internal Affairs.
Formations created by public organizations are also called upon to provide protection for citizens.
The purpose of the combat units is the fight against crime and the observance of public safety in transport facilities and on the street. The traffic police and private security service, in parallel with the performance of the functions assigned to it, is also obliged to monitor the order in the areas adjacent to its posts or routes of movement.
The charter of the teaching staff describes the types of orders that are created as part of the patrol services. These include:
- patrols;
- patrol groups;
- posts;
- accompanying outfits;
- checkpoints and checkpoints;
- screeners;
- reserves, etc.
The charter of the teaching staff regulates the implementation of patrol duty in uniform of the established form. An exception may be special tasks. When solving them, employees can be dressed in civilian clothes.
The performance of duties should begin with a briefing, and end with a team. A continuous patrol time is scheduled for four hours. This limit should not be exceeded. In the presence of a complex operational environment, an enhanced patrol option may be introduced.
The charter of the teaching staff of the police provides for the use of various means during the performance of official duties. These include:
- motor vehicles;
- wire and radio communication systems;
- firearms and service weapons, as well as special equipment and gear;
- various technical means;
- animals that are official.
For the successful completion of the task, the patrol duty must continuously interact between the squads and public units, as well as other units related to the internal affairs bodies. To do this, you must:
- promptly bring to the PPN operational situation;
- develop agreed action plans;
- set specific general and individual tasks for patrols;
- conduct joint briefings;
- carry out general activities;
- to summarize the work.
The charter of the teaching staff notes that the most significant element that serves to strengthen discipline in the performance of the task, as well as ensuring constant high activity of the personnel, is control over the performance and organization of the patrol guard. It is done by periodically checking outfits.
To assess the state of public law and order, as well as to determine the degree of crime control, the results of the work of patrol guards are taken into account. This event allows you to instill a sense of individual responsibility for each employee to resolve issues posed to him.
