Is a second document needed?
The possibility of obtaining a second passport for travel abroad, the Russians received in December 2015. Until that moment, only those citizens whose employer requested the issuance of a second document could use it.

Since 2016, the procedure has been greatly simplified. Now it is practically no different from the initial issuance of a passport. Every traveling Russian can get a passport. It is important to note that the second document should be exclusively biometric with a 10-year validity period.
Documents
It is necessary to prepare the relevant documentation in order to obtain a second passport in the presence of the first. The documents will be as follows:
- 2 correctly completed copies of the application form for the issuance of a passport;
- 2 color photographs of 3.5 × 4.5 cm format (in some cases 3 photographs are necessary);
- general Russian passport;
- copy of a common passport;
- copy of completed pages of the work book;
- certificate from the military registration and enlistment office at the current place of stay for the issue of a passport (for men of military age);
- receipt from the bank for the payment of the fee.
Getting in the FMS
How can I get a second passport in the presence of the first? The FMS at the place of stay provides this service to Russian citizens. To get a passport, you must contact the territorial office of the FMS of Russia with the above package of documents. Applications are accepted in the general queue. This method is the most understandable, but the process of issuing a passport takes a lot of time. How else can you get this document?
Receiving at the MFC
Not so long ago, the only method of obtaining a passport for foreign travel was to contact the FMS. However, now there is another, more convenient way. If the first passport is available, citizens of Russia can apply for in a multifunctional center (MFC). These centers today operate in all major cities.
The main advantage of the MFC is the availability of an electronic lineup. To submit documents, you must register via the Internet in the center and at the appointed time go to the free window. However, if the recording did not take place for one reason or another, you can come without it. There are a lot of windows where service is provided, so you definitely won’t have to stand in line for a long time. The MFC also offers services for copying the necessary documentation. Here you can pay a fee. But the process of applying for a passport does not end there. For a finished document, you must contact the FMS on a pre-appointed day.

This option for issuing a passport is the fastest, since there is no need to stand in endless lines. First you need to register on the site and enter personal information from the passport, SNILS number, phone number and e-mail.
After going through the registration procedure, you will need to apply for a passport. The applicant must have with him a general passport, a work book, an old document for travel abroad and an electronic photograph. An application is submitted by clicking the “Get a Service” button. Next, you need to fill in the information in all required fields. After submitting the application, a few hours later a notification arrives that the application has been accepted for processing. Then, the applicant needs to visit the FMS department to transfer the necessary documentation, as well as remove biometric information.
The second passport in the presence of the first for the child
How to draw up a second document for the child? In general, the procedure is no different from the scheme described above. However, the package of documents will be slightly different. It includes:
- single passport application form;
- two photos;
- birth certificate;
- citizenship certificate;
- general passport of the parent;
- duty receipt;
- previously issued passport.
You can also apply for a passport through the FMS, MFC or the portal of public services. If the child is less than 14 years old, the size of the state fee for the issuance of a second (biometric) passport will be 2 thousand rubles.
The timing
The process of applying for a passport takes about 1 calendar month. However, this period may be extended to 4 months if the citizen has temporary registration at the place of stay. The period may also be 3 months if the applicant had previously worked with classified information and had the appropriate tolerances.
