In the article, we consider what the search for missing persons implies.
The reasons for the unknown disappearance of people vary each time. Basically, this happens against the background of alcohol abuse or after quarrels that occur on the eve of the family. It happens that a missing citizen simply does not want to maintain relations with his relatives or forgets to inform them of his new address and the like. It is worth saying that a lot of elderly people or those who suffer from mental illnesses disappear. In such cases, because of their illness, people simply cannot tell their relatives and friends about themselves. Pensioners often inadequately assess what is happening, and they can get lost, taking, for example, a train, another bus or forgetting the name of the street. As a rule, they usually disappear not once, but systematically.
Tracing of missing people and statistics
Every year over one hundred twenty thousand people are missing on the All-Russian wanted list. Less than ten percent, as a rule, remain unidentified. For example, in Moscow, about four and a half thousand citizens usually disappear in one year, of which one thousand are minors. Over the past six months, the capital has received one and a half thousand allegations of disappearance. According to the Ministry of Internal Affairs, most often people disappear due to an accident that happened on the road. According to official data from the Ministry of Internal Affairs, about 500 Russian citizens who were “outside the access zone” last year were victims of crime.
Ministry of Internal Affairs and contacting the police
It is necessary to immediately contact the police to search for persons missing, either at the address of residence or at the place of disappearance of a citizen. In this case, it is required to write a statement that the person cannot be found. Police officers must immediately accept such a paper on the search for missing persons in the Ministry of Internal Affairs, regardless of how much time passes after the disappearance. The application must be registered. In cases of refusal to accept such a document, you must immediately contact the Ministry of Internal Affairs of Russia.
What to do and where to go if a loved one suddenly disappears?
So, what should people do if their close relative, for example, went to the store and did not return? To search for the missing:
- As already noted, you must immediately contact the police.
- After the citizen writes the application, the officer on duty will be sent to the criminal investigation department, where it will be necessary to leave a photo of the missing person. In addition, he will need his signs and other useful information, for example, about where his friends or relatives live, to which he might possibly go.
- If necessary, the investigative task force may be sent to the place of residence of the disappeared citizen. The apartment is usually inspected in the presence of the applicant and with witnesses. The organization of the search for missing persons should be timely.
- In order to search for missing persons, they immediately ring the hospitals along with morgues and other institutions, and the citizen is also checked according to the incident reports. It often happens that he can be detained by police somewhere in another part of the city.
- In the event that the wanted person has left for another region on his personal transport, then when writing the application, you must inform the make and number of the car. This will be required in order to orient the traffic police to the search for the missing citizen and his car.
- When the missing person returns home, you must immediately report this to the police in order to officially stop the search. In the event that this is not done, the person will continue to be on the wanted list.
The search for missing people is carried out by the Ministry of Internal Affairs.
How can the applicant help the police find the missing person?
You can simultaneously try to ring medical institutions along with police officers, since absolutely every minute is very important in such a case. You can call friends and acquaintances. In addition, any information that can be obtained from them will be useful (for example, it is worth asking when your friends saw the missing person for the last time, whether it informed them of any intentions to leave somewhere urgently, etc.).
Of course, I do not want to mention unpleasant things, but it also happens that a person is found unconscious in a hospital or in general a corpse. Sometimes, in order to identify a citizen, including the deceased, the police need to use the so-called fingerprinting, that is, if a person has previously been fingerprinted, it can be identified by fingerprints.
Fingerprints are taken from absolutely all people who have ever broken the law. In addition, compulsory fingerprinting is required for military personnel, and at the same time for employees of internal affairs bodies and the Ministry of Emergencies (those whose activities are associated with risks).
The voluntary desire of citizens to undergo fingerprinting (and you can do this in the department of federal migration services at the place of residence) always helps the police in matters of finding missing citizens. This also helps with identification (for example, people who suffer from memory loss, accidentally find themselves in the territory of another region or end up in a hospital in a very serious condition). In all such cases, they can be very easily identified and found in this way.
Legal advice
Lawyers advise to bring a fresh photo of the missing person to the police for effective contact with the police. It is not necessary that it be printed. The main thing is that the photo as much as possible coincides with its current appearance.
In addition, experts who regularly deal with the disappearance of people report that it is no longer necessary to ring up morgues with hospitals, as was previously accepted. It is enough in this situation to dial the phone number of the regional bureau for registration of accidents of the Ministry of Internal Affairs of Russia, that is where any such information is received.
Required documents
In the event of disappearance, the following information and documentation must be provided for the search for missing people:
- First of all, an application for the search for a person is submitted to the nearest district department of the interior.
- In addition, you must have documents with you that will certify the identity of the applicant.
- You will need documentation containing information about the missing person.
- Perhaps the most important is the need to bring a photograph of the missing person to the search agency.
Types of search activities: local, regional and federal search
What is the search for missing citizens?
In our country, there are several types of search services. All of them are distinguished by the scale of the investigation:
- The local type includes events held in the same locality in which the missing person lives.
- The regional search covers the territory to the limits of the region.
- The federal search for the missing is carried out throughout the country.
- Interstate, respectively, is carried out on a CIS scale.
- International include search events that lead around the world. Most often, this is declared in those situations when it is reliably known that a citizen crossed the border of his state.
Why can they put a person on the federal wanted list?
Who is wanted on the federal wanted list? As a rule, we are talking about the following categories of citizens:
- Citizens who are suspected of committing crimes. The Criminal Procedure Code of our country allows the investigator to declare a person suspected of a crime on the advisory wanted list.
- You can also get on the list of wanted persons for non-payment of, for example, alimony. The wanted bailiff has the right to declare a bailiff. In this case, the employee is guided by the federal law “On the execution of production”.
- The federal wanted list also includes missing people. These are children and adults. The application is accepted, as a rule, after three days from the date of receipt of the latest information about the missing citizen. A person does not immediately submit to the list of such a search, but only three months after a local search, which was unsuccessful.
- The federal list is regularly replenished with wanted draft deviators who do not want to go to serve in the armed forces, and those who, on agendas, evade appearances at the military registration and enlistment office.
Public organizations that help in the search for citizens
The most valuable time to search is the first days after a person is lost. In this period, law enforcement agencies increasingly rely on public organizations, in particular on volunteers, in addition to their basic responsibilities.
The representatives of such organizations have an agreement among the employees of the internal organs that they will be included in the search immediately after the relatives of the missing person have already addressed the police. According to the Ministry of Internal Affairs, such public organizations are simply an indispensable manpower for searches, which the police structure is clearly lacking due to constant reductions.
Statistics confirm that such units are particularly effective in the first few days after disappearance. Further, the probable area of finding the missing person, as a rule, increases. Witnesses forget the necessary information, orientations stop working, and the number of people searching gradually decreases.
Private wanted people
Private detectives use a very wide range of different possibilities to organize the search for missing persons. Detectives are looking for the missing, checking the database, phone numbers, addresses and other information. Any information may be sufficient to search for a person. Often enough just a surname with a date of birth is enough. But when people hide, then additional information will be needed.
High price
The bottom line is that the more information a customer has, the sooner, and at the same time, the missing person will be found cheaper. Detective agencies strive to intelligently and efficiently obtain results using their experience with resources. But at the same time, private agencies do not always take up the search for a person. In addition, such services cost a lot of money.
