And doctors have their own explanations, and they are also different. One of them: "PPR is a premature sexual development in girls (rather unpleasant hormonal failure)."
For manufacturers, PPR can be deciphered as a receiving branch, as a plow cutter-ripper plow, as a round baler. For users of VKontakte, this is the name of one of the groups: "Pioneer Camp Dusty Rainbow." For those involved in plumbing, PPR is an abbreviation for polypropylene products. And some comrades, not deprived of humor, explain our abbreviation as follows: "We sat, talked, fled."
PPR and pirates
Another interesting explanation for the PPR is the Russian Pirate Party. Just do not confuse the members of this party with the manufacturers and sellers of counterfeit goods, which we also traditionally call pirates! In PPR, this word denotes the most ordinary Internet users engaged in the exchange of content for non-commercial purposes. Pirate parties are a series of socio-political movements in different countries, the purpose of which is to reform intellectual property rights and freedom of speech. One of the priority tasks of the PPR is Russia's openness to the world, as well as the implementation of e-democracy.
About fire fighting
And yet the most common interpretation of PPR is the Firefighting Rules. This is the name of the RF Government Decision No. 390 of April 25, 2012, “On the Fire-fighting Regime”. And on February 17, 2014, Decree No. 113 introduced the next changes to the PPR. Why did the “fire-prevention” interpretation of our abbreviation become so popular? Because all the previous interpretations are private in nature and concern a certain group of persons. And fire safety is everyone’s problem.
True, not everyone believes that PPR are personally related to it. For many managers, fire-fighting measures are limited to a fire extinguisher somewhere in the corner of the corridor (often idle) and a boring picky fireman, with whom one has to “solve problems”. But a person with imagination, who suddenly decided to get acquainted with the PPR, may seem like he is reading a thriller. It is enough to imagine what consequences can happen if you ignore the requirements of these rules.

Fire regulations - this is a typical clerical sample, consisting of almost five hundred paragraphs with tables and covering almost all vital areas. To read such a document, frankly, is boring. Not to read is scary. According to knowledgeable experts, each similar paper is written in human blood. That is, somewhere there is a big trouble, people are dying. Organizational conclusions are made, and an instruction is created, the purpose of which is the prevention of such troubles. But for the vast majority of us, all these instructions are empty pieces of paper that are not related to us and do not deserve special attention. Is it any wonder that people continue to die?
Let’s at least briefly go over the PPR points. Some of them relate to objects in which people are at night (hospitals, nursing homes, etc.). The provisions on round-the-clock duty of maintenance personnel, on additional exits, on actions to evacuate the disabled and the elderly in case of fire are described in detail. If all this had been meticulously carried out, would so many people die in recent years when such establishments were ignited?
The rules clearly describe the mode of action of city and village administrations and individuals in the event of dry windy weather. This is a complete ban on making fires, this is the creation of water reserves, this is the regular duty of citizens. If at least part of these requirements were observed, would there be so many forest fires every year? Would so many people and buildings die? Would the country suffer such huge losses?
And more about fire safety
The instruction PPR is a document with which it is often prescribed to get acquainted with the signature. And we thoughtlessly sign, without bothering even the slightest immersion in the text. Probably, this is the way human consciousness works: a person persuades himself that something bad will definitely not happen to him! But is the price of such carelessness too high?
Here is the PPR item addressed to almost all of us: on the ban on arranging pantries and utility rooms in floor corridors and stairwells, and to store furniture and other combustible materials in them. But after all, this has already become the norm: to allocate a separate vestibule in front of the apartment entrance, strengthen it with a metal door and store all kinds of junk in it. Yes, it’s probably convenient. But is all junk worth (and usually do not store anything valuable in such vestibules!) Of human victims? But they will certainly be, if accidentally lit trash blocks the exit from the apartment!
It remains only to call each of us to consciousness. Because PPR is serious!
