Even 15 years ago, we did not know about the existence of an insurance certificate. Today, the question of what SNILS is, and how to get it, excites almost everyone. This document is necessary in order to get a job, register at the clinic, put the child in the kindergarten, arrange him in school, apply for benefits, receive a pension. However, not all know why this evidence is so important, and what it is in general.
SNILS - what is it and why is it needed?
The abbreviation SNILS hides a rather long and complex name: “insurance number of an individual personal account”. In everyday life it is also called an "insurance" or "pension certificate" - this is the very same registered light green plastic card containing data on the place and date of birth and directly the citizen's insurance number. SNILS was introduced in 1999 with the goal of end-to-end identification of citizens in the pension insurance system. Recall that compulsory pension insurance is a compensation of earnings received by a person throughout his life until he reaches a certain (retirement) age. Initially, the data on insurance experience and contributions paid, entered into the personal account, were only the basis for the appointment and recalculation of pensions. However, since April 2011, the insurance number has been used as an identifier for a person receiving any state and municipal services, from medical care to preferential travel.
Getting SNILS - what does it give?
Since SNILS contains information related to social insurance, in addition to the already mentioned pension coverage, it is used to receive various kinds of free public services: treatment, training, assignment of benefits. At the same time, preferential registers are being formed on the basis of evidence.
It is planned that in the near future SNILS will replace a whole package of documents: insurance policy, benefit certificates, travel card, student card, etc. In addition, with the help of a certificate it will be possible to make an appointment with a doctor, pay for medicines, treatment, and even buy plane tickets.
In addition, SNILS is the key of the user on the website of public services, informing about the procedure for obtaining a passport and the provision of social assistance, tax obligations. Using it, you can print the necessary forms, saving time on their completion.
How to get a certificate of insurance?
What should be remembered when receiving SNILS:
- that absolutely all citizens of the Russian Federation, including newborns, receive this certificate today;
- that SNILS can be obtained independently or from the employer;
- that the certificate is issued to citizens for life and must be replaced only in case of loss or change of personal data.
To get SNILS on your own, you need to contact the Pension Fund (by registration) with a passport and / or birth certificate. After filling out a special questionnaire, a citizen will have to wait (one to two weeks) until the certificate is ready. In newborns, usually SNILS is issued immediately upon treatment.
Working citizens have the right to receive SNILS from the employer by filling out an insurance form when applying for a job. In this case, the time may be delayed up to one and a half months: after filling out the questionnaire by the employee, the employer must provide it to the pension fund within two weeks. The fund is given three more weeks to open a personal account and create a certificate. And a maximum of a week after receiving SNILS, the employer will have to give them to employees.
