Maternity capital is one of the methods of financial support from the state for families with children. The conditions for obtaining assistance are quite simple, but you will have to go through a difficult process of registration and collection of necessary documentation. No one wants to spend a lot of time on the queue and filling out paperwork. Therefore, the question arises: is it possible to formalize maternal capital through "State services"? Maternity Capital Program
It was adopted in 2006 and launched in 2007. It guarantees assistance from the state budget for families or single parents who have a second or more children (newborn or adopted). - The main condition for receiving payment is the birth or adoption of two or more children. As a rule, a woman has the right to receive maternity capital. A man also has this right if he is the only guardian of the second and subsequent child. If a woman in a family loses the right to maternity capital (after deprivation of parental rights or death), then it passes to the husband or guardian with whom she had a marriage. In cases where a man, as the sole adoptive parent, is deprived of the right to payment, then the maternity capital will be drawn up for children.
- Only citizens of Russia have the right to financial support from the state. The mother who has given birth or adopted children must have Russian citizenship, which is transferred to her newborn child, and the adopted baby must already have Russian citizenship. An exception is when the right is transferred from mother to father in certain circumstances. This time a man will not need Russian citizenship.
- The fact of the birth or adoption of the second and subsequent child must be between January 1, 2007 and until 2021. Since it is during this period that the program operates.
The amount of maternal capital has changed significantly over time. In 2007, 250 thousand rubles were paid to families, 3a in 2018, this figure almost doubled. Therefore, it is worth noting that the payment amount will be calculated from the current cash allowance. However, it is not as easy to register maternal capital through State Services as it seems at first glance, especially for those who resort to this only for the first time. If earlier people applied to the Internet portal for registration of any subsidies, then they already have: a personal code, an electronic signature and an account in the system. When you enter the Gosuslug main page, two fields and two "Login" and "Register" buttons will be displayed on the right, by clicking on the last one, the user will be taken to the registration section. First, the portal will only ask for a name, surname, phone number and e-mail. You can use some of the site’s services without confirming your identity, but in order to register maternal capital through State Services, SNILS and a passport will be required.
After entering all the information, you will need to click "Confirm", after which notifications with an access code will come to the phone number and e-mail. You must enter these numbers in the box that appears. After that, you need to come up with a complex password and remember it, because you will need it to enter the system.
To add passport data and SNILS to the site, you need to go to the "Profile" section and click "Edit." A form will appear where you want to enter all the data and save. After a few minutes, the FMS and the Pension Fund will check the incoming information, and the account will be confirmed, but not yet verified. This process is possible only upon receipt of a personal code.
Personal code
It can be obtained in two ways:
- by contacting the service center with identity documents;
- Having received a registered letter in the mail after presenting the necessary documents (delivery time about two weeks).
If an electronic signature or card is already available, then you can confirm your identity online. In any case, an electronic signature is a necessary element in order to draw up maternity capital through the State Services.
Electronic signature
It is made out here on the portal, by sending an application or making a call to the specified number. Forms of documents to be completed will be sent to the email address, along with detailed instructions for obtaining an electronic signature. A receipt for payment of this service in the amount of 1,500 rubles will also come to the address.

Submission of documents
After registration of a personal code and electronic signature, all site services will become available. Now we can move on to the documents that will be required to formalize the regional maternal capital through the State Services:
- application for financial support;
- passport;
- birth certificate or court decision on the adoption of a child in connection with which the right to capital was obtained, as well as all previous children;
- a document confirming the citizenship of the child (if one of the parents is a citizen of another state);
- SNILs of children and mother (or father).
All these documents must be translated into electronic format and certified by electronic signature. After that, you need to upload them to the site and wait for a solution. Within a month it will be accepted.
Is it possible to draw up maternity capital without leaving home? Unfortunately not. You still have to confirm your identity either at the post office or at the service center.
