A simple paper reinforcing tape is mainly used for fastening simple seams, while adhesive (because it is more convenient to use) is most often used for sealing joints of drywall sheets. However, this is far from its only purpose. If such a reinforcing tape consists of polyvinyl chloride (aka PVC) - a waterproof material, then it is used to seal sewer pipes, glue containers, for waterproofing, etc. It can even be used as insulation for electrical wiring, as it has dielectric properties.
