Having recovered from the many crises that hit our country, Russia managed to make qualitative changes in healthcare, pedagogy, and culture.
Among the most important areas of the country's social policy, priority national projects appeared:
- "Education";
- "Housing";
- "Health";
- "Agriculture".
They directly affect all citizens of the Russian Federation, its economic development.
National projects provide quality education, decent housing and medical care. The "targeted" measures to solve the problems of the social sphere, chosen by the government of the Russian Federation, were an important step to maintain a healthy climate in the country, affecting every citizen. It was national projects that improved the quality of life of citizens, made it possible to form “human capital”: a healthy and educated nation.
The social well-being of society, the demographic well-being of the state are directly related precisely to medicine and education.
Conditions for implementation
National projects of Russia are developing the country's economic course:
- financial resources are allocated (without the threat of inflation) to solve various social problems;
- state power is being strengthened;
- A three-year budget planning cycle is underway.
At the end of the twentieth century, in our country there was a rapid, but unsystematic increase in the number of targeted federal programs that are focused on achieving national goals.
Russian national projects appeared after the Message of the President of the Russian Federation Vladimir Putin to the Federal Assembly in the fall of 2005. As part of the tasks that he set for the Government, four projects were created.
Success criteria in medicine
National projects in healthcare should solve the following tasks:
- quadruple the volume of provision of high-tech medical services to the population;
- fully equip local services with qualified sisters and doctors, provide staff with the necessary equipment, education.
In order to fully solve such problems, many municipalities began to conclude agreements with medical secondary and higher educational institutions.
The national project "Health" was an excellent starting point for young professionals who agreed to work in rural areas. In addition to a guaranteed workplace, material payments, qualified personnel have the opportunity to purchase housing under preferential terms for mortgage lending.
The national project "Health" was felt by ordinary citizens. Polyclinics and hospitals received innovative equipment, which allows medical workers to provide the population with high-tech assistance.
Education
State support was not spared and teachers. Since 2010 (annually) in our country a competition of the best teachers has been held, within the framework of which each teacher has the opportunity to prove to the public the importance of their professional activities. Such national projects are an excellent opportunity to identify and encourage talented teachers, and stimulate their dedicated service to children.
Regional authorities supported the initiative of the president of the country, and, in addition to highlighting the best teachers at the national level, began to celebrate worthy teachers at the regional level. In addition to teachers, in the framework of the national project “Education”, the best teachers of additional education, trainers, and teachers of preschool institutions are honored.
The Ministry of Education and Science of the Russian Federation annually compiled a list of Olympiads, creative contests, intellectual tournaments, research conferences, the winners of which (schoolchildren and students) were awarded grants by the President of the Russian Federation. The size of the grants was 30 and 60 thousand rubles, their size depended on the place occupied by the awarded young man.
Such an initiative of the President and the government of the country allowed to increase the prestige of intellectual activity, to draw public attention to the problems of educating the younger generation. Thousands of talented scientists, teachers, schoolchildren, students, have won well-deserved material awards. Under the project, more than half of all schools in our country were connected to the World Wide Web.
Housing sector
Among the areas that were in the focus of attention of the President of the Russian Federation, we note the housing and communal sphere. The national project "Housing" was developed to ensure the mass construction of new housing estates in villages and small towns.
Billions of rubles were allocated to support low-cost long-term loans in the construction sector, the re-equipment of livestock complexes. Such events had a positive impact on the welfare of the population, allowed creating new effective jobs in rural areas, and reducing the outflow of youth from rural areas.
From idea to practice
The economic and political development of the country over the course of several years has given the state the opportunity to pay close attention to the problems of the social sphere, to provide targeted support to individual families and citizens. The government focuses on human potential, supporting people through national projects. They set long-term goals, thought out the budget, and support measures.
Conclusion
President of the Russian Federation Putin V.V., with the support of the government, created a comprehensive program, which provides targeted support to talented youth, teachers, nurses and doctors. Given that the country needs high-tech livestock and crop production, a separate place in the national project is allocated to the support of farms. The measures taken by the leadership of the country have already yielded positive results: talents began to remain in Russia, doctors appeared in the village, talented teachers work in schools, housing becomes accessible for citizens.
