Extension of privatization as a way to replenish the number of homeowners

With the advent of democracy, the principles underlying it began to dominate in all areas of human life. For better or worse, time will tell. The housing issue also came under a new time, in which a person independently determines what he needs, what is wiser to do. The older generation did not think about how to once become owners of their homes, since ownership, use and disposal of them was implied without confirmation of the status of ownership.

At the beginning of the 90s of the last century, with the advent of democratic parties to power, it was decided to give freedom and declare that every citizen has the right to act as the owner of any premises, enterprise and, finally, apartments.

Initially, everyone liked the idea. And the general privatization began. Having taken ownership of their apartments, many people subsequently regretted the step taken, since the owner lays down those obligations for the maintenance of the living space and the adjacent territory that previously lay with state bodies. To paint the porches, clean the platforms, change the light bulbs on the floors - all this fell on the shoulders of the new owners.

As soon as the first wave of privatization subsided, people wishing to become owners of their apartments noticeably decreased. The authorities, seeing this situation, decided that extending the terms of privatization could push citizens to take action. They began to broadcast on television information that, at the request of citizens who wanted to but could not privatize their housing and become its owner, the government adopted a decree to extend the privatization of housing. It was decided that it would end in January 2007.

I must say that such persistence of the authorities did not remain unrequited. The people again lined up in endless lines for information to complete a package of documents. The extension of privatization was another step in the transfer of state responsibilities to owners. According to the result, which was summed up by the State Duma at the last winter session in December 2007, the results were significant, but were not satisfactory. There remained about 20% of the total population of the Russian Federation who did not want or did not manage to privatize their housing. The question was whether to extend the privatization extension again, and whether the problem with the remaining 20% ​​would be solved.

The debate in the media and government did not stop. Each sought in his own way to convince or, conversely, to dissuade people from privatization. Disputes have led to the fact that the extension of privatization still took place. It was named 2015, which should complete all the actions that will be associated with free registration of ownership of housing. After that, the failed owner of the housing will only be able to purchase his property from the state through the sale.

The State Duma emphasized that the extension of privatization will no longer be on the agenda. This is the last term, which should put an end to the long-term persuasion of the population.
