Many rumors circulated as to whether the transition would be extended in the Crimea. It turned out that no, this will not happen. As it was planned to introduce it from March 18, 2014 to January 1, 2015, they left it. But this is according to the documents. In fact, the same transitional period still operates in Crimea. And it's important to talk about it.
Passport Replacement
So, the transition period in Crimea was established immediately after its accession to the Russian Federation. Nine months should have been enough for what is usually implied by law. In particular, at this time, the government is engaged in the settlement of issues of an economic, financial, credit and legal nature.
The simplest was the translation of time. Since March 30, Crimea passed to Moscow time. It was, one might say, the first step. The second step was the process of replacing passports. It was something incredible. The lines at the passport offices were fabulous - not in the hundreds, but in the tens of thousands. Everyone was eager to get a new passport as soon as possible. The strings were so long that at first they issued a ticket in line for ... line. Then, having defended in it, people could hand over documents, and after some time receive a document. Passports were issued by the Federal Migration Service. It is now that they put the exact name of the authorities. For example: “Passport issued by the Department of the Federal Migration Service of the Gagarinsky district of Sevastopol”, etc. This, by the way, is a vivid example of a transition period in the legal industry.
Financial questions
The main task in this regard was the introduction of a new currency and the conversion of prices and salaries. Everything had to be converted from hryvnia to rubles. Ukrainian currency could pay for purchases for some time. But, by the way, Crimeans very quickly got used to the ruble, and literally in the first three weeks there was practically no hryvnia left. Salaries were especially pleasing. At first they were higher than before, but then, by the end of the summer, everything was settled and, in principle, in relation to the prices of everything, they became about the same, maybe even a little more.
It was not easy to introduce a new banking system. On the territory of the peninsula now exclusively commercial banks operate. In particular, the most popular are Genebank and RNKB. State yet. Many residents advocate for Sberbank, and indeed, it would not hurt to open its branches in the Crimea, but due to some nuances this has not yet been done.
Will they renew?
And yet: is it worth hoping for a prolongation of the transition period in Crimea? Yes, I managed to resolve the main issues. But there are still a lot of unresolved issues. Therefore, a bill has appeared that proposes to withdraw the city of Sevastopol and the republic itself from the scope of the law on public procurement. Gleb Khor from United Russia and Anatoly Aksakov introduced him to the State Duma. They want to do the extension of the transition period in Crimea until 2017. The project was developed at the request of regional authorities. And it happened recently, and if everything goes in favor of the Crimea, then the law will be adopted. Even the Ministry of Economic Development supports the idea. However, it is still unknown whether the transition period in the Republic of Crimea will be extended.
About the premises
This topic is worth delving into. The extension of the transition period could have a beneficial effect on the development of the Crimean and state economy. According to statistics, in 2015, the Crimea made 190 purchases worth 2.8 billion rubles. In the first quarter of 2016, purchases increased significantly. This is told by the general director of the Unified electronic trading platform. If you believe the calculations, then this year the sum of all costs of state orders will be about 25 billion.
In principle, there are no technological restrictions for the implementation of work by customers in the Republic of Crimea. A transitional period, the law on the extension of which may be adopted, is required, rather than by customers, but by suppliers. They need it in order to register on electronic trading floors and prepare all applications in a high-quality manner. And how long the transition period in Crimea will be extended depends on lobbying resources.
What is happening in the republic now?
We can not touch on this topic, talking about the extension of the transition period in Crimea. Now on the peninsula there are many changes. As, in principle, in the previous two years. More recently, in November, the Crimea literally turned off. People sat without light for 10, 12, 15 hours in a row. Everyone knows that in Kherson, pro-Ukrainian Crimean Tatar activists undermined the supports on which electricity was supplied to the peninsula. Due to the fact that the inhabitants of Crimea could not be left without electricity, they began to urgently lay an energy bridge. In the first week, the first stage was completed. They laid one line. In total, four are expected - at the moment three are already ready. The latter will go into operation in May of this year.
The construction of a bridge that will unite Crimea with Russia territorially is actively underway. Ferry service, of course, works, but it has insufficient bandwidth. Cars, trucks, buses - all of them are forced to wait in line for the ferry. Often people stood and waited for a day, or even more. In general, a bridge is a necessity. Work is underway to create a reservoir. The authorities want to make the peninsula completely independent of Ukraine, and for this maximum effort is being made.
In general, no matter what is written in the documents, the transition period in Crimea continues. And its official extension would not hurt.
