Caring for improving the demographic situation in Russia, in recent years, the government has been paying special attention to the problems of increasing the birth rate and all kinds of support for large families. Even 9 years ago, the second child in the family meant a big risk and the vast majority of Russians were considered very carefully. The situation has changed dramatically with the adoption of the law on maternity capital for the second and subsequent children. And after several years, many mothers consider it natural to have at least two or three children. This attitude pleases, allowing us to hope that the country will not allow a demographic catastrophe. Measures in the field of social support for large families, i.e. those parents who raise three or more children. The law, according to which land plots to large families is allocated, gained great popularity.
Starting with the idea of ββthe governor of the Ivanovo region, who advocated land for large families of lands for housing for free, with the support of Russian President Dmitry Medvedev. In its annual address to the Federal Assembly in 2010, the Federal Law was developed and adopted by the State Duma. According to the Law of June 14, 2011 N 138- "On Amendments to Article 16 of the Federal Law" On Promoting the Development of Housing ", plots for large families are provided for solving housing issues by building a house on land belonging to federal or municipal property.
The procedure for obtaining land, as well as the size of the plots are established by specific laws adopted by the constituent entities of the Russian Federation, already at the local level.
The law was immediately noted by the majority of large families in various parts of Russia. However, almost immediately, situations began to arise when the adopted law was not supported by local legislation designed to regulate the process of obtaining land. Ambiguous signals began to come when land plots for large families were allocated both in prosperous areas supported by infrastructure and in unsuitable families with minor children.
Moreover, local legislation often only made it difficult to enforce federal law. First of all, land plots are not so easy for large families . At the local level, restrictions are imposed that impede the acquisition of the site. In some areas, along with a statement, a large family will be required to provide a certificate of family income. If the total income is higher than the established standard, then local authorities have the right to refuse to accept the application. Also, in order to exercise their right in accordance with federal law, an age qualification is introduced - children in the family must be minors, the family must not have other land in the property, parents in a large family must live at the place of inquiry for at least a certain period.
In the Moscow region, that period should exceed 5 years, and in the capital - at least 10 years. A significant number of large families who have recently moved to another place of residence are deleted from the list of eligible potential land owners.
Nevertheless, the first year of the law's validity showed its relevance, since applications for land plots to large families are no longer counted in units, but in hundreds of thousands. Moreover, many families have already received and started to build new houses, and for construction work there is and is running a state support program through lending in banking institutions. Of course, this Law will not solve all the problems that a family with three or more children faces, but there is a fact - the state needs new citizens, and it is taking measures to increase the population of Russia.
