Large family: definition and status
What is a large family? This is a family of three or more children. In the context of the demographic crisis, not everyone will decide to raise such a number of children. Large families are simply not in fashion today, but a few decades ago this was the norm.
A family in which only a mother, father and one baby, and even more so if he has only one parent at all, cannot provide the child with normal socialization within this unit of society. But children from large families with proper upbringing grow up as independent people who are mentally stable and able to better adapt to any life situations.
The government is striving to change the demographic situation in the country for the better by all means. Therefore, it takes measures to ensure that the number of children in families increases, and the well-being of the families themselves grows. One of such measures consists precisely in issuing certificates of a large family.
What is this document and what does it give?
A certificate of a large family confirms its status in official instances. You can get it at the place of residence, simply by contacting the social protection department. Moreover, employees of this department should pay attention to such a family regularly, and not once. That is, to be interested in the life and income level of its members, to provide them with the necessary support, including financial support.
Of course, the state allocates funds for various kinds of assistance to large families. This is humanitarian support, benefits, discounts, permits, free provision of various things, etc. Whole plots for large families are given for construction and farming. And they are doing everything so that the parents, as they say, “breathe more freely”.
What are children from large families entitled to?
- Free school meals.
- Free tuition at an art school or music school, for example.
- Free issuance of textbooks.
- Free school uniforms or other clothing that replaces them at the school, as well as sports uniforms.
- Vacation or vacation packages for children or for free at reduced prices.
- Extraordinary admission to kindergarten, preferential payment or complete lack of payment for its services.
- Free prescription drugs.
- Free use of public transport (except minibuses).
- Campaigns to museums, exhibitions, zoos, cultural parks, etc., free or at reduced prices.
Discounts and benefits for large families
But what kind of benefits will interest parents first of all:
- Minimum 30% discount on utility bills: water, heating, sewage, electricity and so on.
- Allocation of garden plots. Land for large families should be at least 0.15 hectares.
- Financial support for the construction and improvement of housing conditions. Including loans on preferential terms, subsidies and interest-free loans that offset the costs of construction and building materials.
- Parents of 3 or more children who want to organize their own farming on a farm or peasant basis also receive land for these purposes. In addition, they are provided with tax incentives, lower rents and financial assistance for cost recovery.

How and where to get a certificate of a large family? To do this, you need to contact the branch of the Ministry of Social Development at the place of residence or the Multifunctional Center, in which public services are provided.
You can apply for the document to the mother (or father), whether or not married. The main thing is that three or more minor children live with the applicant. These include the adopted child, as well as the stepdaughter or stepson. A certificate of a large family is issued one per family.
What documents do you need to provide?
The following package of basic documents must be brought to the social protection authorities:
- A copy of the passport of a mother or father of many children (the original will also need to be presented).
- Copies of the birth certificates of each child (with presentation of the original).
- Certificate of residence of a large family (provided that this data is not in the passport) or an extract from the house book.
- A copy of the certificate of marriage or divorce (again with the original).
- A couple of photos of the applicant in a 3 by 4 cm format.
In some cases, copies of the following documents may be needed:
- A certificate of paternity or a court decision that has entered into force.
- The court decision on the place of residence or a notarized agreement of the parents (if they are divorced) regarding the residence of the children (child).
- Death certificate of one of the parents.
After you have accepted the application, the decision is made within 15 days. After this period, either a refusal or the issuance of certificates to large families occurs.
The status of a large family can be lost, respectively, having lost a certificate. This happens if:
- The family is no longer large.
- One of the children is fully supported by the state.
- One of the parents is deprived of his rights or gets a restriction in them.
- The family moves to another place of residence (in this case, the certificate will have to be obtained again, in another registration department).
Assistance to large families from the state is often a decisive factor for many of them. That is why the demographic situation has recently stabilized, and the status of a large family is changing. If earlier it was spoken about only as “producing poverty”, now it is honorable to have several children and deserves respect from others.
