The city oasis was created with the funds of local patrons, a significant part of the funds was contributed by the merchant M. A. Salishchev, who lived in the same area. Famous doctors: A. A. Alexandrov, F. S. Arkhangelsky and land surveyor M. D. Krishnevsky engaged in the planning of the park and planting trees. Today, not all Tula residents know that Komsomolsky Tula Park was originally called Alexandrovsky. It received its modern name only in 1923. It was then that the city Komsomol began to take care of the park. The recreation area was periodically improved, new trees were planted and flower beds were broken. In the 90s of the last century, like many other municipal facilities, the Komsomolsky Park of Tula was left without due attention. Its territory was no longer regularly cleaned, entertainment rides and cafes stopped working for some time. The fate of one of the oldest recreation areas of the city, the government was concerned only in the early 2000s. The complete reconstruction of the park territories took about ten years.
