A few years ago, a bill was passed in the legislative system of the Russian Federation that provides for the possibility of additional payments of pension contributions to certain categories of military pensioners. This news was received with great pleasure by our compatriots, however, in addition to this, it also created a number of difficulties, since a second pension was provided for military pensioners only in some cases. After the approval and legal approval of the new social program, a large flow of pensioners poured into the social welfare department, who wanted to learn more about who, nevertheless, has the right to receive additional benefits as a matter of priority. And since the additional pension to military pensioners is a very significant help from our state, long queues have arisen in social services, since a lot of people have come. So, this is what the new bill represents.
First of all, it realizes the right to additional financial assistance from the state to people with disabilities of war and military operations, as well as to people who have government awards of various degrees. These citizens, in addition to receiving an old-age pension, will now receive an additional pension for long service and disability. The fact is that before the adoption of this bill, a person could receive one of these pensions, and now, thanks to additional payments, the social status of unprotected citizens will increase significantly.
Financial assistance to military pensioners who do not fall into this category is possible only if upon reaching the pension threshold (for men it is 60 years old, for women 55 years old) such a person has at least 5 years of official work experience “in civilian life”. That is, if during his service in the army or in such power departments as the FSB, the police, and other special forces, a person officially earned money in the civilian sphere. And since a person deducted a certain percentage to a pension fund in accordance with the law on general pension insurance, now he is entitled to such additional social security as a second pension for military pensioners.
The current conditions for the appointment of any pension in our country provide for three main parts: basic, funded and insurance. The whole system functions thanks to a clear relationship between all its constituent parts, in which the size of deductions also plays a large role. The new law, encoded No. 156-, also establishes the right for non-working pensioners to receive additional payments under insurance contributions, from which, in fact, the second pension is formed for military pensioners. It is noteworthy that for some citizens an additional pension may be issued earlier than the retirement age, which also contributes to the social protection of our population.
It should also be emphasized that all citizens who have linked their lives to military service are exposed to greater health risks, both psychophysiological and physical, and therefore the state establishes appropriate benefits for them. It is also important to understand that our country, despite the lack of economic development, continues to pursue a policy of gradually strengthening the social orientation of protecting the population. Proof of this are relevant laws and regulations of the Cabinet of Ministers of the Russian Federation. The second pension is extremely important for military pensioners, because it not only helps our elderly compatriots to survive the difficult time of the economic development of the state, but also demonstrates to the youth that the country should never forget all those who devotedly served it for many years. I would like to hope that in the near future the size of all financial payments to pensioners will only increase in proportion to inflation, and the living conditions of people will gradually improve.
