Planning the procurement activities of any enterprise is the basis for the efficient use of available and attracted funds. The procurement plan is a consolidated program of expenditures covering the planned activities, in which, by type of activity, the upcoming procurement actions for the acquisition of goods, equipment, services and works are taken into account.
On the territory of the Russian Federation, at present, all purchases for state needs are carried out in accordance with the requirements of Federal Law Federal Law No. 223 of July 22, 2011, and all these purchases are carried out in the form of public competitive procedures with the obligatory announcement in official sources of notifications of their conduct. Annual, medium-term (3-5 years), as well as long-term procurement prospects are formed in a document called a “procurement plan” or “procurement program”.

Along with the business plan, the procurement plan helps with a high degree of probability to predict the volume of cash consumption to maintain the functioning of the production, to determine the possible volumes of resources for expansion and reconstruction. An important component of planning is an established system of marketing research, the formalization of which ensures an adequate determination of the value of the goods and services to be procured. For this, it is advisable to develop and approve a regulation of marketing research by a local legal act, which, in addition to a uniform mechanism for market research, will establish the personal responsibility of persons involved in quotations for goods and materials. Thus, the overestimation of the planned amounts and the distortion of the effectiveness of the procurement procedures will be prevented. As mentioned above, a procurement plan is compiled on the basis of an action plan, the implementation needs of each of which are summarized in a single document.
In this way, the
effect of synergy from consolidation of volumes of goods and materials is achieved in comparison with the situation when there is spontaneous provision for every event held at the enterprise - whether it is a current, major overhaul or reconstruction of the main equipment. In close connection with the procurement plans are the organization of the actual procurement procedures, which have proved their effectiveness precisely when they are carried out in the form of regulated procurement.
The main view - an open competition - is regulated by civil law. This is a public procedure, and it is the most "strict" for buyers. All these procedures for the implementation of the procurement plan are carried out by the procurement commissions or with the involvement of a third-party organizer who will take responsibility for the effectiveness of the work. Only in the case of the purchase of simple products for insignificant amounts a simple price analysis is enough, which will reduce time and labor resources. In general , procurement planning, like all other areas of activity of any enterprise, should be carried out at a high professional level, and in this case it is able to guarantee maximum economic efficiency.
