Alexander Markovich Tsybin was born in the Soviet Union in 1937 (May 23) in the city of St. Petersburg (in those days it was still Leningrad).
He graduated from the St. Petersburg State Institute of Railways.
He worked at the Scientific Research Institute of Hydrotechnics, where in 1998 he defended the dissertation of a doctor of technical sciences with a degree in hydraulic engineering. Title: “Temperature State of Dams Erected in Permafrost Areas”.
He published 47 scientific papers on the topic of the dissertation, as well as one monograph.
