Legal norms are representative and binding. What are you talking about? The fact that they not only assign duties, but also provide rights. Neither the first nor the second can be neglected, just like overestimating. Abuse of the right is considered unacceptable.
If legal norms are not respected, then the state has every right to resort to coercion in order to achieve a proper public order. Offenders will face some legal liability. Its variety directly depends on the nature of the violated rule of law. Punishment may be imposed only by a specific authorized body for its imposition. Legality must be present in absolutely everything.
