Make the frame

Make a small loop at the bend point. This will be the head of the future ballerina. After the loop, twist the two parts of the wire together, but not completely. Take a smaller piece of wire and fold it in half. Now it needs to be completely twisted, without leaving eyelets and ends. Now take one strip, dip it in glue so that it is completely saturated with it. Pull out a piece of napkin and wrap it on the ballerina's leg. If it is inconvenient to work with your fingers, take tweezers. In this way, wrap the wire frame fully. Your ballerina from wire and napkins (see photo above) should resemble a mummy.

Wait for the workpiece to dry. To make this happen faster, place the craft under a desk lamp or put it on the battery.

Take a napkin and fold it diagonally a couple of times, as in the picture above. Cut the looking triangle by rounding the edges. Then twist the napkin around its axis. Then expand it. You got a magnificent cone. Make some of these blanks. The more of them, the more magnificent the pack will be.

You can also adjust the length of the skirt: cut more than the edge of the napkin so that the tutu is shorter. If you use multilayer wipes, then peel them.

Attach two pack blanks in the middle of the frame on both sides and wind the napkins with thread. Then lay two more pieces on top, as in the picture above. Wrap napkins so that you get a dress. You can also limit yourself to one napkin from the bottom and top, making a hole in each in the center and threading through the top and bottom, respectively.

Between the first and second layers of napkins, make a few more so that the skirt is more magnificent. When you finish tinkering the outfit, give the ballerina a form. Spread her arms and raise one leg up.
