Fur marking: step by step instructions

In 2015 and 2016, a project for marking fur coats was approved and put into operation on the territory of the Eurasian Economic Union. The bill indicates all items of clothing made from natural fur, but this innovation will affect fur coats in the first place. Representatives of the EAEU decided to introduce a technology that has been successfully used in Europe for more than ten years. So far, this is only a pilot project, which plans to expand over time and be applied to a larger number of product groups.

What is labeling?

Marking is a kind of electronic tag, with which you can easily track the production, import and turnover of various groups of goods. Marking by RFID technology. With its help, full information about the product is entered in the brand chip: name, category, manufacturer, supplier, importer. To read such a marking it is not at all necessary that the product is within sight. Each similar brand has its own identification number. Information is written to the chip using special equipment - an RFID reader. Each brand with a chip is individual, and it is impossible to copy or fake.

Labeling bill

The law on marking fur coats was approved by the Eurasian Economic Union and signed by 5 countries. They became: Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. The law stipulates that all garments made from natural fur are subject to marking. But this bill to date has been adopted only as part of a pilot project, which should be introduced before the end of 2016. Based on the result of this experiment, a decision will be made on its introduction on a long-term basis and expansion to other groups of goods.

What is the purpose of marking?

The practice of labeling various product groups has been carried out since 2005. The countries of Europe and Belarus successfully use this technology. The tax marking of fur coats and other goods allowed to increase cash receipts by 20-30%, minimized the import of smuggled products, and significantly reduced the shadow turnover of income. Over the years, the use of labeling with its help began to keep records of mineral water and other drinks, alcohol, coffee, tea, washing powders, shoes, mobile phones, electronics and other goods. With the help of this pilot project, the EAEU countries are also counting on a decrease in gray turnover revenues and an increase in tax payments. As well as labeling, it will increase the control of accountable production and imports; create a tool for accounting and control of fur products.

Why fur coats?

It was decided to introduce electronic marking technology primarily for products made from natural fur not by chance. Marking fur coats will help weed out poor-quality and fake goods. Nowadays, manufacturers (mostly Chinese) have learned how to very well fake real fur. Such products are very difficult to distinguish from natural ones, and their price is no lower. Secondly, labeling will not affect the value of the goods. RFID technology brands will not be expensive for bulk orders. On average, one tag will be estimated from 20 to 25 rubles. And against the background of the total cost of clothing made from natural fur, it will not affect the price level. Subsequently, labeling of other groups of goods is planned, tentatively this will happen already in 2017.

How to mark

Importers, sellers and manufacturers should be familiar with how to correctly label fur coats. Step-by-step instructions for each of these categories are provided below. You need to read it carefully.

Fur coats are marked for importers according to the following algorithm:

  1. Visit markirovka.nalog.ru website to get access to the fur coat marking system, click on the button “Start verification”. After completing the check, select "Log in to your account". Must have an electronic signature. In the absence of it, you can get it on the minsvyaz.ru resource.
  2. At markirovka.gs1ru.org we download the application, which we send to the email address mail@gs1ru.org. This is done in order to gain access to the personal account of the GS1 Association. Within 2 working days, a username and password from your personal account are provided. By going to the menu "Go to work with products", you can enter all the data and characteristics of the goods.
  3. The site markirovka.goznak.ru concludes an agreement with the Federal State Unitary Enterprise "Goznak" for the manufacture of stamps. Then select the “Marking” menu and place an order. It is processed within 3 days, and in the case of positive processing, production takes place within 5 days after payment.
  4. Received stamps are checked using RFID equipment. Stamps must be applied before customs clearance. In the customs declaration, brand numbers are entered in column 31. Information about the goods is recorded using RFID equipment.
  5. All shipping and sale movements to wholesale and retail customers are entered into the Marking system.

For sellers, the remainder of the coats is marked. The algorithm is identical, only paragraph 4 is excluded from it.

Manufacturers should also start using such an innovation as marking fur coats. The instruction is fully consistent with the above, only the customs declaration to the manufacturer is not necessary to fill out.

Varieties and cost of stamps

Today in the Marking system there are 3 types of chips (brands) that can be ordered:

  • mounted;
  • glue;
  • lousy.

Glutinous and sewn-in ones cost 15 rubles apiece, and hinged ones cost 22 rubles. The cost is not large, and the manufacturer chooses the type that is most suitable for the product.

Imported products will also differ from domestic products. Imported ones are marked in red, the rest in green.

Reasons for rejection in labeling

At the stage of processing the order of stamps, which takes place within 3 days, a negative answer can be received. This may be due to:

  • violation of the rules for filling out the form or mistakes made;
  • lack or inaccuracy of information in the state register about IP or LLC;
  • the presence of fines, arrears of taxes and fees;
  • previously obtained decisions on violations in the labeling procedure.

Types of Labeling Equipment

Simplify the process and assist in marking fur coats with special RFID readers, which simplify the control and accounting of shipment and reception of goods. Equipment for marking fur coats can be:

  • desktop;
  • manual;
  • stationary;
  • mobile.

Manual RFID readers are very convenient for use in the inventory process, delivery of goods and in the workplace. Such a reader is more used as a portable device.

The advantage of a mobile reader is that it can easily interact with smartphones, laptops and communicators. A mobile RFID reader is ideal for portable equipment. It is small in size, most models are equipped with styluses for ease of use, they are lightweight and can perform a full range of functions when connected to other devices.

Stationary RFID readers are used for registration, reception and shipment of large volumes of goods. Such devices are equipped with several antennas that create portals. This allows you to quickly process large amounts of information within the equipment. On average, the action of antennas extends over a radius of 12 meters.

Exceptions

The pilot project for marking fur products has certain exceptions. Chipping is not subject to goods that:

  • exported outside the customs territory of the EAEU;
  • stored and transported under customs control;
  • stored and transported for testing;
  • imported into the EAEU and are samples or exhibits of exhibitions and fairs;
  • officially use the representations of foreign states (consulates, diplomatic missions, etc.);
  • represent humanitarian assistance;
  • sold at duty-free points of sale;
  • were confiscated, seized or arrested due to non-payment of taxes and penalties (this applies to the acquisition, storage, use and transportation);
  • used by state need;
  • purchased by individuals for personal use, transportation or storage.

Tips for choosing a quality fur coat

In addition to marking, when choosing a fur coat, you should also pay attention to a number of nuances in order to get full satisfaction from the purchase.

  1. The seller should always have a certificate of quality and a declaration of conformity for a fur coat made of natural fur.
  2. The lining must be made of quality materials.
  3. The seams are neatly and reliably made.
  4. If the coat is not dyed, then the skin should be white. You can check the colored coat with a cotton scarf - rubbing his skin with it, see if there is any trace. A quality product will not stain the fabric.
  5. The fur coat should not have unpleasant and extraneous odors.
  6. A fur coat with a rare pile will never be warm.
  7. Clasps (clips) are better to choose metal, they are more reliable in the process of wearing.
  8. To check the quality of the fur, you need to move your hand against the direction of the pile. Good fur will have thick downs and the upper villi will not fall out and deform.
  9. The fur coat should not sit up close, leave some free space for a comfortable wear.
  10. It is better to choose specialized stores, this will reduce the risk of buying a fake.
