If we talk about how the reinforcement is knitted for a foundation of a monolithic type, then it is laid horizontally and vertically, bandaging the intersection points with a wire, while the ends of the latter are pulled together and fastened. You can use a special hook for this. The wire is doubled to form a loop, which is worn on a hook. The ends of the wire must be wrapped around the junction of the reinforcement. Then the workpiece is placed in the device, and then twisted. A simple hook needs to be rotated by hand, and a screw hook works automatically. It is important to prevent corrosion of the reinforcement, which makes knitting impossible.
Speaking about how to knit the foundation reinforcement correctly, it should be noted that there is another way, involving the use of a screwdriver. A hook is inserted in place of the tip of the device, which rotates, which allows you to speed up the knitting process. You can use ready-made paper clips that do not involve the use of any devices.
