Maternity capital is an additional measure of state support for families with 2 or more children. Families in which a second (or subsequent) baby has been born since the beginning of 2007 have the right to receive it.

How to get maternity capital for building a house?
According to the laws of the Russian Federation, in order to use the means of state support, the holder (in the absence of the mother - the person replacing her) with the certificate needs to visit the Pension Fund and submit an application for the decision to manage the capital. In addition, documents must be presented that confirm that the applicant (or his spouse) is the owner of the land, as well as permission to start construction of housing. But it is worth considering that all money will not be allocated at once. Their volume will be no more than half of the total. The rest will be issued only after six months and only if documents are provided that confirm the construction work. They are issued by the same state bodies that issued the building permit.

It should be borne in mind that the possibility of spending maternal capital does not apply to the repair of premises. The word "construction" refers to the construction of a new house or reconstruction of an old one. Maternity capital funds are also allocated when they are needed to transfer non-residential premises into residential premises.
In addition, you must provide:
- certificate of pension insurance of the person for whom the certificate is issued;
- passport of the person who received the certificate;
- certificate of parental capital (or duplicate).
The maternity capital for the construction provides for the registration of the erected housing as a common property for both parents and all children, regardless of which child this certificate was received for. At the same time, a family member who has reached 18 years of age can at any time refuse a share by rewriting it to any other family member. For a child, such a refusal cannot be written, even if you are his parent or guardian.
Maternity capital for construction, or rather its funds, can be spent only after the child (for whom he is received) reaches the age of 3 years. This restriction is removed if these finances are used to pay off a loan that was taken for reconstruction, construction or the purchase of a house.
If not all maternity capital is spent, then its balance will be indexed in accordance with rising inflation. In the future, it can be used for other purposes (education, accumulation of mother's pension).
