What really is a federal agency?
What to answer this question? Before we give an answer, it is necessary to understand that the federal agency in itself is a kind of state body in the Russian Federation. What relates to its main functions? This is the application of the law, the provision of public services, the management of federal property.
What is this institution? What is an agency? This is a federal body that exercises its law enforcement functions in the manner prescribed by law, with the exception of functions such as control and supervision. As a rule, these functions are performed by federal services, while agencies directly concert their range of activities on public services.
Where and when is the status of these institutions enshrined in law? It was established and consolidated in 2004 in accordance with administrative reform. The overwhelming majority of the agencies themselves are located in the jurisdiction of the ministries that dominate them, but some of the agency entities are directly subordinate to the government of the Russian Federation or to the president of Russia itself.
