Every adult and independent person must have heard the phrase "federal agency" and wondered what it is. What do these institutions do? For whom and why are they needed? How can they help an ordinary citizen? We will try to give answers to these and other important questions in this article.

What to answer this question? Before we give an answer, it is necessary to understand that the federal agency in itself is a kind of state body in the Russian Federation. What relates to its main functions? This is the application of the law, the provision of public services, the management of federal property.

What is this institution? What is an agency? This is a federal body that exercises its law enforcement functions in the manner prescribed by law, with the exception of functions such as control and supervision. As a rule, these functions are performed by federal services, while agencies directly concert their range of activities on public services.

Where and when is the status of these institutions enshrined in law? It was established and consolidated in 2004 in accordance with administrative reform. The overwhelming majority of the agencies themselves are located in the jurisdiction of the ministries that dominate them, but some of the agency entities are directly subordinate to the government of the Russian Federation or to the president of Russia itself.   • Maintains cadastres, registers and registers.
  • It does not have the right to carry out legal regulation in the law of the sphere of activity established for it, and it does not have the right to exercise functions of the king and supervision, except for those cases established by decrees of the President of the Russian Federation.

How managers are appointed

Leaders are appointed in accordance with the order of the Russian government. The procedure for the appointment to the appropriate position of heads or members of collegial bodies for managing federal services and agencies that have the status of a collegial (jointly resolving issues) body is determined by the government of the Russian Federation, unless otherwise provided by law.
