Who can claim maternity capital?
According to the law, the capital can receive:
- A woman with Russian citizenship who has adopted or gave birth to a second and subsequent children later than the date specified in the law.
- A man with Russian citizenship, who acts as the sole adoptive parent of the second child (or subsequent children), and the adoption occurred later than the date specified in the law.
- Father or legal adoptive parent in case of death of a woman (mother of a child / children) or in case when she is deprived of parental rights. Moreover, citizenship does not matter.
- Minor children (child) or a full-time student until they reach 23 years old, while the right of the father (adoptive parent) or mother to receive additional support is terminated.
How to get a certificate
To use the funds of maternity capital, you must contact the FIU at the place of registration or at the place of actual residence and write a statement on the proposed form. Copies of the following documents must be attached to the application:
- Passport.
- Birth certificate for each of the children (or certificate of adoption).
- Certificate of marriage or divorce.
- SNILS of the applicant.
- SNILS for each child.
- In the case of adoption of a child, a certificate of court decision on adoption will be required.
- If one of the parents does not have Russian citizenship, a certificate is required confirming this in children (the document can be obtained through the passport and visa service).
Important! By law, only copies of the documents listed are attached to the application, the originals must remain in the hands of the applicant.
In the event of the death of the parents or the loss of their parental rights, the maternity capital, the amount of which is indexed every year, may be received by a minor child or children of the same family in equal shares. Also, an adult child who is a student and is studying full-time until he reaches 23 years of age can use the funds.
How long is the application considered
An application with all attached documents, which has been received by the FIU department, is considered within a month from the date of its receipt. Within 5 days after registration of the documents, the applicant must receive a notification of the decision (refusal or positive response). Payments of maternity capital are possible only in case of a positive decision. A certificate is issued in the same branch of the FIU. If there is no way to pick up the document in person, the FIU can send it by mail. If the certificate is lost, a duplicate of it is issued, you can get it in the same branch of the FIU.
In the event that the applicant is located outside the Russian Federation, documents to the FIU can be sent by mail. In this case, only copies certified by a notary are sent. Papers are sent by registered mail with delivery notification. The date of acceptance will be the date when the application was registered with the FIU department.
Terms for receiving funds
Not specified when you can use maternity capital. Therefore, if the child was born or adopted not earlier than the date specified in the law, and the parents or adoptive parents have the right to receive “mother money”, then they can apply at any time.

What can I use money for

2. Repayment of a previously issued mortgage (or interest on it) for the purchase of an apartment.
3. Repayment of a mortgage loan for individual construction of a house. In this case, it is also possible to compensate for the costs associated with the purchase of building materials. Allowed construction on their own, without involving contractors, which is several times cheaper.
4. Participate in the shared construction of a new apartment building.
5. Direct funds to pay the contribution (unit or introductory) as a member of the HBC.
The state allows the use of funds of the capital to pay for the education of children in institutions with the right to provide educational services. It can be both a kindergarten and a higher educational institution. To pay for training, you must contact the FIU with the appropriate statement. It is worth remembering that there should not be any operations with cash, all transfers are carried out only through the FIU. This is necessary in order for the funds of the mothercapital to be used for their intended purpose.
The Maternity Capital program, in addition to all of the above, allows you to direct funds to increase the future pension (funded part) of the mother of the child. To do this, contact the FIU staff. If interest is accrued, the applicant is entitled to revoke the maternal certificate, the amount of which is indicated below, at any time and use the funds provided for by him in any of the above ways.
Thus, the money stipulated by the certificate can be spent on housing or improving living conditions, paying for children's education or increasing the funded part of the applicant's pension. The government is considering expanding the use of funds. For example, to pay for the treatment of children, the purchase of a new car (domestic production) and the education of the mother herself. Some regions of our country additionally allocate funds for the regional mother capital as a measure of support for families. It can be used to purchase an apartment / house, improve housing conditions, pay for the education of children and their treatment, and it is also allowed to buy a car or land.
When can I use the funds?
The program “Maternity Capital” allows you to spend money only after a child reaches the age of three. But there are exceptions when you can use maternity capital earlier. This is buying an apartment or building your own residential building. To do this, you just need to contact the FIU and write a statement about the disposal of money. If the family did not spend the funds of the capital before the child reaches the age of 18, then the right to use passes to the adult child, with the birth of which the family was issued a certificate for state aid. It is necessary to clarify that the state has not yet provided for second maternal capital, and it can be obtained only after the birth of a second or subsequent child in the family (or upon adoption).
Certificate Amount
In Russia, the number of families receiving maternity capital is growing every year. Its amount initially amounted to 250 thousand rubles in 2007. Each year it is indexed taking into account the level of inflation, the amount is growing. So, in 2015 it amounted to 453,026 rubles, and next year, according to forecasts, 477,942 rubles are expected.
Duration and possibility of extension
The law stipulates the duration of the program. The time period when you can use maternity capital is limited. It ends at the end of December 2016. But the government is considering extending the law. Perhaps it will be extended until the end of December 2025. But this does not mean that you need to use the funds until the end of 2016. If the family received a certificate, its funds can be spent at any convenient time. For example, if the second child in the family was born in 2010, his mother can apply to the Pension Fund in ten or fifteen years. Then the amount will already be indexed.
Note that the certificate on maternity capital has already been awarded to more than 4 million families. Basically, “maternal money” is used to buy new housing, improve living conditions, or build an individual house.
