Horticultural partnership to be!
Plots of land in the vicinity of Pavlovsk were initially given to military personnel and employees of military unit No. 25780, located in the Pushkin district of St. Petersburg, to their families and civilians.
The reckoning of its history begins with the horticultural non-profit partnership Zvezdochka on January 27, 1992, when the charter of SNT was discussed and adopted at a general meeting by the owners of land allotments.
After 9 months, according to the order of the head of the administration of Pavlovsk dated October 14, 1993 No. 404, 217 hectares were withdrawn from the lands belonging to the municipality and 79 of them were transferred to gardening.
Two years later, in accordance with the order of the administration of Pavlovsk dated 09.10.1995 No. 354-r, the territory of horticulture was expanded and amounted to 973684 m 2 , including 224109 m 2 of common land.
The partnership was entered into the state register on 04.09.2002.
SNT infrastructure
The entire area of the partnership is divided into 852 plots. Each of them has access roads all year round. Most sites have a smooth, regular shape, are located on a flat and dry surface, designed for individual housing construction.
For the convenience of residents, the necessary conditions have been created:
- modern buildings;
- the whole territory of the SNT is electrified;
- a state gasification program is being implemented;

A board has been created to conduct financial and economic activities, meetings of which are held monthly on the second and fourth Saturday. The horticultural self-government body consists of eight people, among whom are the chairman of the SNT board and the secretary.
The range of issues addressed by the board is extensive. Among them:
- paperwork and settlement of disputes concerning land;
- interaction with authorities and departmental organizations;
- accounting and reporting;
- organization of security and access control (entry is by cards);
- solving problems of the electrical industry;
- land improvement.
To successfully resolve all issues, taking into account the specifics of a non-profit partnership, all land plots are combined in lines and quarters.
At a meeting of the quarter, line commissioners are selected annually. They then elect the members of the audit commission, who are obliged to check the volumes and prices of services that are provided by the board.
Control over the spending of funds is carried out by the revision committee, which includes members of the SNT, selected at the meeting of the quarter.

Register of members of SNT
In accordance with Federal Law No. 337- dated 03.07.2016, which amended the federal law "On horticultural, vegetable garden and country non-profit associations of citizens", a register of members of the SNT is kept in gardening. This is one of the main tasks facing the board of the partnership.
The register includes information about all the copyright holders - members of the partnership. The information that members of the association must provide to the board is regulated by the charter of SNT. Key information includes:

When the only modest housing burned down among pensioners in May 2017, the whole world managed to raise funds for which a new house was built before the cold weather.
The nearest neighbors after the fire organized the analysis of the rubble, first aid and fundraising. Concerned gardening members, trading construction companies, and even the Mariinsky Theater Orchestra, which raised a considerable amount, responded to the call for help. Lumber, crushed stone and sand, metal tiles, OSB boards, insulation and siding for exterior decoration were brought free of charge or at great discounts.
Thanks to joint efforts, after only 5 months, in October 2017, a reliable and warm house was built and ready to move in, warmed by the warmth of other people's hearts that responded to someone else's grief.
This example of selfless help is just a light touch from a horticultural community.
The life-giving force of nature
By purchasing a plot in SNT Zvezdochka, the owner of the land allotment gets, first of all, the opportunity to live and raise children in the lap of nature, in environmentally friendly conditions. The imprint on the surrounding nature leaves a state museum-reserve, located in Pavlovsk.
The park zone, created in the 18th-19th centuries, is an example of the refined taste and architectural art of such masters of the classicism era as Voronikhin, Brenna, Gonzago, Cameron. The rhythm of the park’s life is measured and leisurely. It is as if preserves the atmosphere of harmony, goodwill, sincerity that reigns in this majestic place.
In the park grow:
- more than 50 species of trees, among them: conifers (pine and spruce), aspen, birch, willow, linden, oak and elm, mountain ash, bird cherry, alder;
- over 80 species of shrubs, among them: acacia, spirea, shrub willow, derain.
At the entrance, the park area is similar to a wild forest, almost pristine, overgrown with centuries-old trees and forest flowers in the lowlands. Approaching the palace, you involuntarily find yourself surrounded by Central Russian meadows framed by lindens and birches.
At the entrance gate of the park visitors are greeted by squirrels. Titmouse is not far behind them. Flocks of squirrels and blue-ticks scurry throughout the territory. They are not afraid of people, they take seeds right from the palm of their hand.
The forested area is replete with birds and mammals. Hares, ermines, weasels, hedgehogs, field voles, muskrats are the most common inhabitants of these places. Moose, wild boars and foxes enter the park in winter.
From the southwest, the forest territory adjoins the gardening area - it separates the railway from the village. Among the forests are agricultural land.

Water resources
A non-profit partnership is located near two rivers:
- Izhora - one and a half kilometers from SNT;
- Slavyanka - in the Pavlovsky park.
The Slavyanka river meanders around picturesque hills, forming the landscape style of one of the six landscape areas of Pavlovsky Park.
In the valley of the Slavyanka River are the colonnade of Apollo and the bathing rotunda. The Centaur Bridge, thrown across the river, is decorated with sculptures. Pavlovsk is a truly blessed place. No wonder it was these lands that were granted to the future Emperor Paul I by his mother Catherine II for the construction of a suburban residence. SNT Zvezdochka on the outskirts of Pavlovsk is a cozy island where many residents of a noisy metropolis tend to escape at least for the summer, taking their children to an environmentally friendly place.
