Drozdov Anton Viktorovich, Chairman of the Board of the Pension Fund of the Russian Federation: biography, family, accusation of corruption

Corruption among officials is not a secret for anyone, as convicts for this crime periodically appear. From this article you will learn the story of the head of the Pension Fund Anton Drozdov, as well as the main points of his biography, which led to the fact that he began to be suspected of corruption.

Childhood and study

Anton Viktorovich Drozdov was born on October 4, 1964 in Moscow. His parents held very high positions in the field of economics, so they could allow their child a lot. It is known that he studied well enough, and therefore was able to easily graduate from the Moscow Finance Institute with a degree in economics. After graduation, his parents worked hard and were able to attach their offspring immediately to the USSR Ministry of Finance as an economist. The success of his career was already predetermined, so an intelligent man could only move up.

Carier start

Anton Drozdov

The first place of work of Anton Drozdov was the Ministry of Finance, that is, he immediately became an official. Initially, he worked at the Department of Health and Welfare Financing, but his career was interrupted for a year for military service. However, this only positively affected his career, since he had already returned to the position of leading economist in the department of financial and social development. So he worked until the collapse of the USSR, which, however, came within a couple of years.

The collapse of the USSR

If for most ordinary people the collapse of the USSR was a tragedy, then officials with an economic orientation, including Anton Viktorovich Drozdov, only benefited from this. They still completely owned all the financial flows in the country, but also got the opportunity to use them at will, using market instruments. And officials really were able to fully exploit them.

Career continuation

The biography of Anton Drozdov was very rich, especially after the collapse of the country. His career was only growing, because after some time he became the head of the department of the currency and financial regulation department of the ministry, and then became deputy chairman of the board of JSCB Rostrabank. Later, it was this bank that would gain notoriety, since in the 90s it was through it that the Ministry of Finance would conduct numerous very dubious schemes that would help this body pay off debts to the country's regions.

However, Anton Drozdov did not work for a long time at the bank, as he decided to return to his native ministry, taking the post of head of the main department of the federal treasury. He worked in this position for 5 years, after which in 1999 he transferred to the government apparatus, becoming the head of the finance department.

The Case of George Oleinikov

The first troubles overtook Anton Drozdov only in the early 2000s, when his name suddenly surfaced in the case of the former head of the finance department at the Ministry of Defense. Then General George Oleinikov was accused of abuse of office, as he transferred almost half a billion dollars to the account of the English company. According to the investigation, he was only following the order given to him by Minister of Defense Igor Rodionov and Deputy Minister of Finance Andrei Vavilov. They also began to be checked, and therefore their subordinates, including Drozdov, also came under investigation. When he finally appeared in the investigating authorities to testify, he admitted that it was he who was engaged in the transfer of money, but also carried out the order of Vavilov, and therefore he went through this case only as a witness and did not fall under suspicion.

Government Activities

Chairman of the FIU

By 2000, Anton Drozdov moved to the financial department of the Government of the Russian Federation. He became deputy chief of staff Konstantin Merzlikin, that is, he received great power in the country. However, he soon lost his position, as Merzlikin was removed from his post. Drozdov teamed up with Mikhail Kasyanov, almost becoming an opposition to the new leader - Dmitry Kozak. However, he did not undertake any special political maneuvers, and therefore was appointed to the post of director of the Department of Economics and Finance.

New presidency

Tatyana Golikova

During the reign of Vladimir Putin, Drozdov preferred to remain in the shadows. However, in 2008, a new president was elected - Dmitry Medvedev, so personnel shifts began to take place. At that time, Tatyana Golikova, who was closely acquainted with Drozdov, was the Minister of Health and Social Development, and therefore she recommended him for a position in the Pension Fund. Anton Drozdov replaced Gennady Batonov, who lost his post. At that time, the former head was not yet convicted, and therefore about any fraud in this body was not yet known.

Problems in the Pension Fund

At that time, when Drozdov was already the head of the fund, Batonov’s frauds, who became a defendant in a criminal case under the article on abuse of power, were found out. Inspections by auditors began to be carried out, which revealed that there were violations of almost 3.5 billion rubles in the balance sheet. Everyone expected Drozdov to correct the current situation, but everything was only getting worse. Already in 2009, a wave of arrests on corruption cases began again in the regional branches of the Pension Fund, which only intensified the situation.

Boris Gukailo and other associates

Boris Gukailo

Checks of financial documents of funds again began. Of course, many violations here have been since the days of Batonov, but the papers that were signed by Drozdov and Golikova also attracted attention. Numerous questions even surrounded the name of the deputy, Boris Gukailo, who oversaw the many areas of the fund's activities. Shortly before his appointment, this person was already checked by the Accounts Chamber of the Russian Federation, and many violations were revealed in his work.

His other associates, to whom he gave the posts, were also quite remarkable. Anatoly Makushev already worked in the defiled Rostrabank, and then his name was associated with Vladimir Butov, the former governor, who went through several criminal cases. Another associate, Sergei Skripchenko, was generally involved in the distribution of alcohol in the market.

Accusation of corruption of Anton Drozdov

Apartment Drozdova

The expenses of the Pension Fund during Drozdov were not reduced. One of the first initiatives, the "mobile points", was simply useless. Not only did the pension authority spend a huge amount of money on useless cars, large amounts were also spent on other items that were difficult to track in terms of their effectiveness, namely, informing the public and research. Regional branches became more and more wealthy, buildings were gradually rebuilt and became even larger than administrations. All this led to the fact that a serious cost overrun was discovered. And all this in the year when the state asked people to save, and the funded part of pensions was frozen, because there was a significant shortage of funds in the Pension Fund.

Drozdov himself distinguished himself at this time, who acquired an apartment in Moscow for 240 million. Therefore, he was interested in the head of the Anti-Corruption Fund Alexei Navalny. However, this apartment was recorded on the wife of Anton Drozdov - Olga Demchinskaya, as well as on their children - Andrei and Anna. The FIU confirmed that the apartment is indeed available, but completely refuted the price and year of this purchase.

Conclusion

Chairman of the FIU

There is a fact that under Drozdov the budget of the Pension Fund was constantly in the red, because they do not save at all on using the funds of the authority. Now he still manages this body, which every year together with the government decides on how to save on citizens. This is already indicated only by the fact that a new pension reform is being adopted.
