In the summer and autumn of 1990, they talked with Secretary General Gorbachev in a completely different way. Moreover, they relied on republican sovereignty, which was confirmed by the "will of the people."

Under the "people" they understood the titular nationality, and the rest of the citizens were automatically discriminated. This was ignored by the allied leadership and the democratic “human rights defenders”. Everyone was interested in the “war of laws" that flared up every day. It was attended by the union center and "sovereign" republics. The leadership of the Baltic states, Georgia and the “sovereign” RSFSR showed itself very actively.

March 17, 1991 held a parade of sovereignty. He proclaimed the preservation of the Union. Of the 185.6 million citizens of the USSR, 148.5 million had the right to vote (approximately 80%). 112 million voted to preserve the USSR. In addition, the Ukrainian Armed Forces added to the all-Union local referendum, which proclaimed union legislation over republican legislation. The Russian Congress announced the popular election of the president of the RSFSR. According to official figures, most Ukrainians and Russians voted “For.”
