Military issues concern almost every resident of the Russian Federation. The tense situation in the world makes every citizen in stock think of a sudden mobilization. Moreover, in recent times, cases of real exercises in the territories of rural settlements and urban districts have become more frequent. What are mobilization prescriptions? To whom are they issued and for what? Let's talk about it.
General information about the exciting piece of paper
Many people, even those who have served in the army, are lost when a treasured leaf is pasted into their military ID.
The military commissariats or military registration specialists in the territory of a given settlement are engaged in the delivery of the mobilization order.
We all see on TV screens what has been happening lately and continues to happen in Ukraine. Many males, and their families, fear that the conflict could escalate into something more serious. Passion is compounded by the fact that every citizen has access to any information. At a glance, everything is presented by the press, the Internet and other mass media. Therefore, when we hear that we are required to come to the department of the military commissariat to receive a mobilization order, we are worried.
Remember! The practice of distributing prescriptions has been used for a long time, and it has not the slightest relation to the conflict between the Russian state and Ukraine.
Employees of the military registration and enlistment offices constantly check the information on the citizens who are in stock. This is necessary to clarify the data for each person. About his family, his specific whereabouts, his current occupation, and other information. Mobilization requirements are included in the same scheduled checks and data refinements.
But why are they needed?
This document is for all citizens who are registered with the military. A person who has received a piece of paper should know that at the moment, nothing terrible is happening to him. But in the event of hostilities and real mobilization, he will know his team. A mobilization prescription indicates which group a particular person belongs to. At the same time, teams or parties may change, or upon reaching 50 years of age a person is deregistered due to age.
Having received this paper, you should not think that you will surely go to serve. By such actions, the employees of the departments of military commissariats share their entire base into fit fighters and those who can no longer fight during periods of hostilities.
After all, the tasks of military registration and enlistment offices consist not only in recruiting adult citizens to serve in the ranks of the Russian army and in the initial registration of this category of young people, who are placed on persons who have reached the age of 14, but also in providing measures aimed at preparing mobilization resources and equipment.
Who can be given a mobilization order?
Hand it over to all fit citizens in the territory of their residence. You should not worry about this.
Employees of military registration and enlistment offices or specialists of rural settlements should call for delivery of the following persons:
- Men or young men between the ages of seventeen and forty-five years (reserve officers are registered for up to sixty years, so they can be called up before this period of their life).
- Women from eighteen to forty-five years old who have a medical education or other professions related to the conduct of military affairs.
In the passport of the data of citizens the corresponding mark is put.
What are mobilization regulations?
These pieces of paper have a rectangular shape and are colored pink (they can also be white or lilac). The following information can be read on the sheet:
- Surname, name, patronymic of a citizen in reserve.
- Data on his date, month and year of birth.
- Date of issue of the mobilization order.
- Information on the basis of which this document was sent to a citizen.
- Received while serving in the Russian army rank.
- Assigned military specialty with an indication of its number on the list.
- The code designation of the reserved person's position and its name itself.
- The name and number of the team in which the citizen is defined.
- The responsibilities that he performs as a team.
- Place of collection for mobilization actions.
- A list of the necessary documents that should be reserved when arriving at the collection point.
The paper is signed and stamped by the responsible authority for issuing the document.

Where can they give a pink piece of paper?
There are several ways to transfer the leaflet. Here is some of them:
- Calling a citizen of the reserve directly to the department of the military commissariat using a call or subpoena. The mobilization order is pasted by employees on the last sheet of the military card.
- Employees of the military registration and enlistment office can entrust this matter to specialists in rural settlements. With the issued papers, they will make a tour of their settlements and paste a piece of paper or, using a call or summons, will directly call everyone to the administration.
- The head of the enterprise together with the personnel department, where the reserved works, can come to the rescue.
Mobilization instructions are issued to people under their signature.
Sometimes a military stamp in the column “Issuance of order” is stamped with the date of issue and the signature of the officer who issued it.
How should a citizen who receives a pink leaf behave?
If the mobilization is not announced, then the person lives quietly with his usual life, but if a real uplift suddenly begins, he will need to arrive at a certain time and place, indicated in the mobilization order.
Those citizens who do not have this paper in their military card, but who are suitable for military service, are given summons after the signal to start the notification. And those people who have a pink leaf, are at the collection point, without waiting for her.
Is there a threat in the prescription?
Many people think that the summons and the pasted paper do not differ from each other. This is not true! The summons shall indicate the reason why one should appear at the military commissariat. A citizen can be called both to be sent to the place of service, and to undergo a medical commission.
But the precept immediately indicates to the person that in the event of the outbreak of war he is obliged to join the Armed Forces and begin to fulfill his duties.
If a citizen was notified of the delivery of the order, but he ignored it and did not appear, then the law (namely, the Code of Administrative Offenses) establishes liability for violation of this procedure.
Of course, at the first refusal of service, penalties are small, but with repeated refusals they will increase.
But failure to appear during the announced mobilization threatens with criminal punishment. At the same time, it will go not only to the citizen who received the slip, but also to the employees responsible for maintaining military records.
If the employee responsible for accounting does not inform about the delivery of the order intentionally, then he will face fines of up to one thousand rubles.
If there is evidence that the person responsible for keeping records deliberately destroyed the list of reserved citizens, then he faces a fine in the amount of one hundred to five hundred rubles.
Who can ignore pink leaves?
The following persons do not participate in military training:
- Women who do not have military professions and do not have a medical education.
- Reserved citizens who during the hostilities will continue to work in enterprises.
- Law enforcement officers.
- EMERCOM workers and firefighters.
- Citizens with two or more minor children.
- The highest authorities.
- Civilian personnel of military organizations.
- Persons with Russian citizenship, but living abroad at a permanent place of residence.
In addition, people who have received an order can appeal it in court. The reasons for this should be very good, for example, big health problems or first degree disability.
