Actually, Parturnax will eventually tell you that the Dragon-scream, able to bring down a dragon from the sky, was invented by three Voice Masters, who are now in Sovngard. Later, Delphine and Esburn, realizing that the gray-bearded dragon is leading, will give the order to kill him.
And here Dovakin is faced with a choice: to dissuade the Blades from this venture or to obey everything. Alas, this right of choice, known as the Parturnax Dilemma, is only available when installing the mod. In the original game, the protagonist will just have to go and kill the good dragon or just postpone the quest (so as not to make a deal with conscience).
