This decision was led by the ban of the Ukrainian authorities, which refused the singer from Russia - Yulia Samoilova - to take part in the competition. They justified this by the fact that in 2015 the young performer performed in the Crimea, violating the rules for crossing the Ukrainian border.
For persistent fans from Russia could vote at Eurovision provided that they purchased a local SMS-card and went outside the territory of their native country to any other neighboring state that took part in the broadcast of the contest. Since, according to the rules of the show, the viewers of each participating country can vote only on specially designated telephone lines of an authorized mobile operator. It turns out that if some state does not participate in the event, then its audience can not participate in the vote.
However, next year, fans from Russia will be able to catch up. According to the Director General of Channel One K. Ernst, it is Yu. Samoilov who in 2018 will represent the country at the annual music competition.
