General rules for obtaining information
According to the current legislation, all individualized objects must be recorded in the Unified State Register of Real Estate (USRN). By “individualization” is meant the presence of a cadastral number, address, and borders recorded in the State Property Committee of the real estate. So the only way to find out who owns the land is simply by accessing this database. In this case, you must select one of the following methods:
1. Ordering information online, if it is possible to access the Internet and information about the address or number. If there is no information, but the approximate location is known, you should first turn to the Public Cadastral Map.
2. Ordering documents at the MFC, when the applicant requires officially confirmed information, that is, a document with blue seals.
3. A request to a potential copyright holder or to a person (body) possessing information about it. This is done if the extract from the USRN does not contain the necessary data, and the real estate actually exists. In Russia, about 10% of objects are not reflected in the official register, since there is no registered right to them.
Public Cadastral Map
Rosreestra’s open online services are one of the places where you can find out who owns the land in a few minutes. In the PAC information on real estate is given in cartographic form, indicating the cadastral number and basic information (address, area, category, date of land surveying).
The start page offers the user a map of the Russian Federation divided into regions. When approaching, the territory is divided into municipal areas, territories of cities, etc. Even without knowing a specific address, you can find a site based on territorial landmarks. Moreover, the card allows you to switch to satellite mode while preserving all displayed numbers and boundaries. To do this, go to the "Map Management" section and then select "Satellite Images" in the "Unified Cartographic Basis" tab without removing other marks.
Information on the selected object can be obtained through the services section in its card. The service offers 2 ways to find out who owns the land: by address or number in the cadastre - by obtaining a passport or extract from the USRN.
Cadastral passport and extract from the USRN online
In terms of the amount of information provided, the cadastral passport and the extract from the Register of Real Estate Rights are very similar. In particular, they both provide information on the copyright holder, existing encumbrances and basic property data.
Information from the extract reflects information not older than 5 calendar days. This is especially true for checking the purity of the transaction. However, the cadastral passport, among other things, allows you to get acquainted with the graphic layout of the site.
You can order these documents online in the section "Public Services" on the official website of Rosreestr. From 01.01.2017, without registration, the resource allows you to get only an extract from the USRN. To clarify, along with the usual information, the configuration of the site, it is required to register with the Federal State Property Inspection of the Unified State Register of Taxes (using your own passport and SNILS number) and deposit at least 200 rubles into your personal account. After that, the system will allow you to receive documents in electronic form within an hour, and the cost of each will not exceed 2 rubles.
Ordering documents at the MFC
Contacting the multifunctional center (MFC) will solve the problem of how to find out who owns the land. For the request you will need the following:
- The address of the property or its cadastral number.
- Passport of a citizen of the Russian Federation.
- SNILS of the applicant.
- Funds for paying state duty - 200 rubles for extract from the Unified State Register of Enterprises, 400 rubles for cadastral passport.
Any person can make an order for the ownership of real estate, not just the owner or tenant. Based on the results of the application, the applicant receives a document in electronic or paper form.

The real estate situation in SNT is more complicated. Despite the "summer cottage amnesty", many use it on the basis of a partnership member’s book alone, and although they pay their contributions regularly, the objects they own are not accounted for anywhere.
