One-time allowance at birth: payment period, amount, where to get

Currently, public policy is increasingly oriented toward demographic indicators. This suggests that mechanisms are constantly being developed to provide assistance and support to young and large families. The state is interested in the birth of new citizens, because this is the future generation that will develop and improve the state through the years. Let's pay attention to the order, amount and term of payment of a lump-sum allowance at the birth of a child.

What benefits do families have at birth?

Material assistance at birth

There are many details and features of the purpose of various payments. First of all, it should be noted that any woman even during pregnancy begins to receive payments, while their size for an employed future mother is much larger than for an unemployed. Obligatory payments at birth are:

  1. A lump-sum allowance at the birth of a child, the purpose of which is to provide financial support to a young mother. When establishing this type of benefit, the state partially incurs the costs of maintaining the baby.
  2. Benefits that are related to the care of the baby. They are paid until the newborn reaches one and a half years.
  3. Maternity capital, which applies to the birth of a second and subsequent child.

Each region in Russia can form and develop additional measures to assist families.

The birth of twins

Obtaining a lump-sum benefit at birth, as the name implies, is possible only once. The amount always goes fixed, it does not depend on the fact of a woman’s employment, position, salary, which distinguishes her from other payments and benefits. In the event that two or three children are born in the family, the money will be transferred for each separately. At the same time, not only parents, but also guardians, adoptive parents of the baby have the right to receive benefits.

If the child’s parents live together, it does not matter who receives the benefit. But if the parents live separately, then the allowance is paid to the one with whom the baby lives.

What is the size of this type of help?

Material help

Starting from January 1, 2018, the Russian Federation has a new procedure for annual increase in the payment amount. From February 1, it is indexed by the coefficient that is set by the Government, while the inflation rate for the previous year is taken into account. Such a change occurs annually. In 2018, this ratio is 1.025. The indicator was determined according to Rosstat.

If in 2017 the amount of the benefit was 16,350.33 rubles, then it is easy to calculate the amount of payment for the current year. We multiply the size of the payment with a coefficient and get 16 759, 08 rubles. So we found the exact size of the lump sum at the birth of 1 child. If two children were born, then the amount doubles, respectively.

The amount of benefits is calculated at the time the child was born. That is, if the baby was born in January, then the size of the benefit will be paid in the amount that was valid last year.

Please note that the above amount is the minimum threshold, it is set by the state, allowances may apply at the regional level. For example, a lump-sum allowance at the birth of a child in Moscow differs in size from the federal one:

  1. If the first child was born in the family, then the payment is 20,000 rubles, the second - 40,000, and the third - 60,000.
  2. For twins, 70,000 rubles are given.
  3. At the birth of three or more children, the size of the payment is 300,000 rubles.

Who is paid?

Help with child support

There are two main groups of persons who are entitled to this payment. The first is those who have the benefit paid in the form of compulsory social insurance in case the employee becomes temporarily incapable of work, or in connection with motherhood. Further, we will examine in more detail who belongs to these categories, as well as from what means the benefit is paid. The second group of people are those who are paid in the form of social security.

First group

The first group includes the following categories of persons:

  1. Citizens who have official employment. At the same time, the employer regularly transfers money to the Social Insurance Fund. In this case, when a child is born to an employee (his wife), a lump sum payment is made from the Fund.
  2. Civil workers of military units of the Russian Federation, who operate in foreign countries. This also includes the spouses of workers.

Second group

This group includes the following categories of citizens:

  1. Persons who do not work anywhere on official documents (have part-time or informal work) or are unemployed.
  2. Citizens who are currently studying (regardless of the basis of education - paid or budget) in an institution of any level and type of education. This also includes postgraduate studies.
  3. Citizens who serve on contract. This is not only military, but also any service, including state.
  4. Citizens dismissed from military units due to the expiration of a contract (contract) or due to the withdrawal, movement of troops from the territory of another state or within the Russian Federation.

Recall that we are talking about the spouses of these categories of persons. Citizens independently choose the basis and application form convenient for them.

Who pays the allowance?

Benefit calculation

Every woman who knows her right to receive money asks herself a question, where to get a lump-sum allowance at the birth of a child? There are several options, consider each of them.

  1. If one of the parents serves under the contract or is simply employed, and the second parent does not have official employment, then the decision to pay money is made at the work of the employed parent.
  2. If the parents have not registered a marriage or divorced, then the allowance is paid to the one with whom the baby remains to live. The allowance is assigned either at work or in the social service.

Payments are made to working citizens at the expense of the Social Insurance Fund, and to non-working people - from the budget, which is formed at the federal level. There are also companies that do not take part in social insurance, then the payment is at the expense of the employer. At the same time, we draw attention to: in order to receive a lump-sum benefit at birth, you do not need to go to the Social Insurance Fund, you must submit documents to the accounting department of the enterprise where the applicant works.

Package of documents

Help from the hospital

If you want to receive financial assistance at the place of work, you need to submit some documents. It should be:

  1. Application for benefits.
  2. Document on the birth of a child from the registry office (certificate on form 24). It can be obtained at the time of registration of the child.
  3. Passports of mom and dad, do not forget about the copies.
  4. Birth certificate also with copy.
  5. In the event that the marriage is registered, it is necessary to take a certificate from the work of the spouse (spouse), which indicates that this type of benefit was not paid earlier.

If both parents or one of them is not employed, you will need to go to the social security service. In this case, the following documents are required for a lump-sum benefit at birth:

  1. Application for payment.
  2. Certificate of the fact of the birth of the child, which is issued in the hospital.
  3. SNILS of one (if the family is incomplete) or both parents.
  4. A certificate from the housing authority stating that the applicant is living with a child.
  5. Original and copies of passports of parents. The passport can be replaced with an identity card or refugee certificate.
  6. Copy of work book.
  7. A document from the social security service stating that this type of benefit has not been paid before.

Now it’s time to move on to such a question as the term for the payment of a lump-sum allowance at the birth of a child. It is necessary to carefully consider this point, otherwise the payment will be refused.

Application deadlines

In order to receive benefits, you must submit the above documents no later than six months after the birth of the baby. Otherwise, a decision will be made on the refusal. In the event that documents are submitted later than the deadline, the applicant must indicate the reason for missing the deadline and prove that the reason was valid. In practice, this is quite difficult to do, so we strongly recommend not to miss the deadline for submitting an application.

For convenience, you can submit documents at home through the State Services portal. If you have any difficulties with this procedure, then watch the following video. It describes in detail and clearly how to apply for benefits. This will not only save time, but also allow you to do everything at home, in a comfortable environment.

Application and payment deadlines

Consider the period of payment of a lump-sum benefit at birth. As we discussed earlier, the sources of payments are different. That is why the timing is different. As a general rule, at the authorities or at work, documents are accepted and checked no more than 10 days, at the same time funds are credited to the account. In the event that a decision is made to refuse, the applicant must be warned within 5 days after the decision.

If the source of payments is social security, then the deadline for calculating funds is no later than the 26th. But not from the month of submitting the application and documents, but from the next. All payments are made through post offices or credit organizations to the details that are indicated by the applicant in the application.

If you see a violation of the term for the payment of a lump-sum allowance at the birth of a child, there is a need to contact the accounting department, the social security department or the Social Insurance Fund to clarify the information. It is the source of payments that will explain the reason for non-payment to you and solve the problem in the near future.
