When was the Monroe Doctrine declared?

On December 2, 1823, the so-called Monroe Doctrine was announced, which proclaimed completely new and unpredictable principles of the foreign policy of the United States of America. It was about this document that the fifth president of the United States, who held the honorary post for two consecutive terms, James Monroe, announced in his letter to Congress. The essence of this completely democratic doctrine was one very important phrase - "America for the Americans."

So, we will consider in more detail the essence of this document. The Monroe Doctrine pointed out that in the near future the United States should be completely freed from the need for colonization and the subsequent introduction of any European state into the domestic policy. Foreign policy and diplomacy were now also under tight control.

Moreover, the United States of America from that moment on was to remain completely neutral in all European wars. For example, when a war broke out in Spain or Italy, the United States could not take the side of one of the rivals. It is worth noting that only a few specialists of that time really believed that America would be able to withstand neutrality. On the other hand, this country had every right to consider the possibility of further creation of colonies on its territory, to intervene in the internal affairs of absolutely all American states.

After the publication of this document, the opinions of the population were divided. Some were simply afraid of this kind of innovation, while others, on the contrary, believed that now, indeed, a bright future would come for the Americans. The thing is that the authorities were afraid that Spain would be able to take back their colonies in Latin America, which only recently have begun to show independence. In addition, President Monroe himself did not want to recognize the newly emerged republics until the acquisition of Florida from Spain in 1821.

After such a successful deal, America literally untied its hands. In turn, the UK played a significant role in this process, as it opposed the re-conquest of Latin America and proposed to refrain from its immediate colonization. After lengthy negotiations, in which adviser Adams also participated, the US president, after listening to his immediate subordinate, made concessions and accepted the British proposal. Accepting the proposal, Monroe, among other things, noted that in this case, the Russian Empire should also not expand its borders towards the south of the Pacific Ocean.

After 20 years, the speech of the American president entered the chronicle under the title "Monroe Doctrine."

Of course, in those days it was impossible to name the relations between the two giant countries - Russia and the United States - warm or, conversely, hostile. And the Monroe Doctrine made their relationship even more neutral, according to experts in history and geopolitics. Moreover, the modern foreign policy of the Russian Federation in some aspects is the result of a pre-existing situation.
