Today, due to its compactness, dynamism and mobility, scooters are becoming an increasingly popular means of transportation. Driving such a vehicle does not require special skills and efforts, and it brings tremendous pleasure to the driver. However, before you get behind the wheel, you should think about whether the driver is well aware of the potential danger on the road, whether he knows traffic rules, whether you need to have a license for a scooter (50 cubic meters or more). Otherwise, you can not only pay the fine, but also become a threat to both personal safety and the safety of other road users.
What information on this subject is available in the rules of the road?
Due to the fact that the popularity of scooters is growing rapidly and in the city they are becoming more and more every year, corresponding changes have occurred in the SDA. What rights are needed for a scooter (50 cubes and above)? A new category M has appeared in traffic rules, which includes scooters, mopeds and light ATVs.
The rights to a scooter (for 50 cubic meters) are needed. The legislation of the Russian Federation and traffic rules state that vehicles belonging to category M correspond to the following parameters:
- engine capacity of not more than fifty cubic meters;
- an electric motor having a power of 0.25 to 4 kW;
- the maximum vehicle speed does not exceed 60 km / h.
Indirectly, motorized bicycles also belong to this category. But only if their power is equal to the technical characteristics of the scooter.
Do I need rights to a 50 cubic meter scooter?
SDA claim that the rights to a scooter of 50 cubic meters are necessary. Therefore, drivers who want to drive this type of vehicle must come to a driving school to undergo a theoretical and practical training course. After you can get the rights to a scooter for 50 cubes.
When stopping this vehicle, the traffic police inspector will need to present the M category law to the fifty-cubic scooter if the driver is an adult, or a temporary permit to drive the vehicle if the driver is not yet 18 years old.

The SDA further clarifies that drivers who have already opened a different category also have the right to drive a category M vehicle. It turns out that if the driver has an open category for driving a vehicle, for example, B or A, then scooter control is permissible. Those who have been driving a car, motorcycle or truck for a long time do not need to undergo training in a driving school in category M again.

Since 2013, a new category for scooters has appeared in the Federal Law on Road Rules in the driver’s licenses of a new type. So, the driver who wants to use this type of transport must obtain the appropriate permission from the traffic police.
True, the procedure for obtaining rights to a new category M is still at the development stage and is full of open questions. Every year, in the traffic rules, they make changes related to driving a scooter, or they again remove new items.
According to paragraph SDA 1.2, the scooter is not a mechanical vehicle. This means that you can fearlessly drive this type of vehicle without a license. But there is a trick. In the fines section, it is noted that the amount of a fine for driving a 50 cc scooter without category M rights is 800 rubles.
Necessary documents and rights to a scooter over 50 cubic meters
Today, a driver can drive a scooter with a M category VU if the vehicle engine does not exceed a volume of 50 cubic meters, and the maximum driving speed does not go beyond 60 km / h. If the volume of the engine on the scooter is more than 50 cubic meters, then such a vehicle is equivalent to motorcycles and the corresponding category A driver's license. In addition, while driving a scooter with an engine of more than fifty cubic meters, it is also advisable to have a contract of sale with you or a receipt for the purchase of a vehicle, confirming that the owner of the vehicle is exactly the person who controls the scooter.
In the event that the vehicle does not go beyond the permissible speed and the engine capacity is not more than 50 cubic meters, it is enough for the scooter driver to have a passport of this vehicle with him. This will be necessary if the vehicle is stopped by a traffic police officer and asks for documents.
Some features of scooter driving documents
If the rights to a scooter are required without fail, then for registration (TS) in the ATS bodies no rights are required - you can register a vehicle before receiving a VU, if it is necessary to manage this category of vehicle. In addition, you do not need a data sheet and maintenance. The same goes for insurance. But you can get a CTP policy if the driver is interested in this process. Accordingly, the policy is not subject to verification by the inspector, and a fine in case of its absence is not imposed.
A fine for damage to a car or other vehicle with a moped may be charged only in court or with the consent of the parties involved in the accident.
Who can not get the right to a scooter
If there is “ML” in the column designated for marks on category M in the VU, this means that driving the scooter or moped for this driver is prohibited for medical reasons. People who have undergone surgery on their eyes less than a month ago, have vestibular function disorders, immobility of the interphalangeal space, paralysis, as well as those whose vision vision is lower than 0.2, and the second 0.6, cannot get rights to a scooter. This is confirmed by the medical board.
Penalties for driving a scooter
Penalties for managing this vehicle are imposed if:
- there are no rights to the required category of driving a vehicle, and the vehicle requires the driver to have the appropriate documents;
- TC management is carried out by a person who has not reached the age of fourteen;
- lost vehicle certificate;
- expired or for any other reason the rights to the vehicle are invalid.
VU can get the Russians who have reached the age of sixteen. In the absence of rights when driving a scooter, penalties are imposed in the form of a monetary fine in the amount of 6 to 20 thousand rubles. In the event that the inspector of the traffic police stopped a vehicle driven by a person under the age of fourteen, penalties are imposed on the parents or guardians of the child. In addition, a traffic police officer can remove a vehicle from a driver without a license and send him a scooter to a parking lot, and this requires additional payments.
What to do in case of loss of documents for a vehicle
In the event of loss or theft of a VU, the scooter owner must immediately report this fact to the ATS units, i.e. to write an application. After receiving the application, the driver is issued a temporary document for the management of the designated vehicle, and within a month - new permanent rights.
What to do if documents on the vehicle are expired
For expired rights, a monetary penalty is also due. After the expiration of the document (or even better - in advance), you should immediately come to the nearby traffic police department to pay the state fee and obtain new rights.
Punishment can also be followed by the owner of the scooter with up to 50 or more than 50 cubes, who entrusted the vehicle management to a person who does not have a VU for a scooter or other vehicle. Repeated offense is punished more seriously. A driver who had previously been deprived of a VU to drive a vehicle, but who risked appearing on the roadway without a VU again, will be fined 50,000 rubles.
If a person refuses to pay a fine within a calendar month, then an alternative to pecuniary punishment will be an arrest for fifteen days or correctional labor for twenty hours.
So, driving a scooter for fifty cubic meters or more without rights is equivalent to the absence of a WU and is punishable by a fine. An exception is only a training ride with an instructor.
