Category "children of war"
In some regions of Russia, the "children of war" (who belongs to this category, we will tell in detail) are citizens of the Russian Federation and the former USSR, born from 06.23.1923 to 1945. inclusive. The category of these people is special. They did not take part in the Second World War, but were on the lists of victims of the war.
As children at that time, they could not take part in hostilities, but despite their young age, they felt the hardships of the war on themselves to the fullest. Some went through hunger and deprivation, others through concentration camps.
"Children of War" - who belongs to this category? Russia was somewhat late with the above benefits, since many of these people were already 70 or 80 years old.
But they had no childhood at all. Many could not even go to school. There were not only toys and children's books, often there was not enough food and clothing. Many of them, in order to survive, went to work very early, as children.
The category of "children of war" in Russian law
Despite the fact that the category of “children of war” exists, it is nowhere fixed in Russian law at the federal level. This law began to be developed in 2015, and so far the benefits are operating at the regional level. They are installed in 20 regions of Russia for elderly people who were deprived of their childhood in the difficult war years.
Who can receive regional benefits
To obtain the above benefits, you need to know who belongs to the category of “children of war”. At the moment, as we have already said, there is no federal document for obtaining privileges for citizens deprived of wartime childhood. But the deputies are proposing amendments to the legislation and equating the group “rear workers” with a new one - “children of war”.
Who belongs to this category? It includes only those born from 1928 to 1945. and children who lost their parents during the war. But you should know that only citizens who are not serving a term in prison can take advantage of regional benefits.
What are the benefits in the regions for the "children of war"
In the regions of Russia, where they support those who belong to the category of “children of war”, benefits can be given according to the full list or partially. It depends on the local government. So, the following benefits may be granted:
- monetary increase to the basic pension;
- reduced fare in public transport;
- payment of utility bills;
- prosthetics according to a specific list of materials;
- buying inexpensive medicines at a discount or getting free medications;
- compensation of expenses for funeral services;
- free landline phone connection (and out of turn);
- additional material payments from 1000 rubles per month;
- annual medical examination;
- free ride on trains and commuter trains;
- reception in homes and nursing homes for the elderly;
- pre-emptive right to enter dacha and housing cooperatives (or their creation).
But the monetary allowance received in the regions by those who belong to the category of “children of war” is still small in Russia. For example, in the Belgorod region it is a little more than six hundred rubles. This amount is charged to pensioners every month since 2012. In addition, in the same Belgorod region, medical services are provided for them immediately, and landlines are set out of turn.
Those who belong to the category of “children of war” will soon be able to receive the same benefits in Moscow as the rear workers. If the new bill, which is being prepared by the deputies, will be adopted and approved by a majority vote in the State Duma.

There are a number of privileges that are officially supposed to be introduced for the "children of war":
- Equalization to rear workers. In this case, all the benefits that are laid down in this category can be received by the “children of war”.
- Discounts on utilities.
- Obtaining free medicine with a prescription from your local doctor.
- The passage of medical and social services out of turn.
- Free use of public transport.
Useless benefits
There are a number of completely useless benefits that are periodically set for "children of war." For example, old people can return to their previous position. But how can the “children of war”, who are now at least 70 years old, be able to work? Or leave them at a convenient time. But the "children of war" have already been on a well-deserved retirement for a long time.
Another interesting benefit is the issue of a land plot for the construction of a residential building or cottage. But there is no doubt that the 70-year-olds have the strength, and some have no time left for construction.
What to do if in the region there is no category of “children of war”
Not throughout Russia does the category of "children of war" exist. But if it is not, then you need to look at other groups of beneficiaries. It is possible that a citizen can be assigned to one of them. In this case, he will receive a number of benefits established for this category:
- Workers of the rear. This is one of the most common categories. It includes citizens who worked in the rear from 06/22/1941 to 05/09/1945 inclusive. But the list does not include work on lands that were temporarily occupied during this period. Workers of the rear also include citizens who have received medals or orders for their labor during the Second World War.
- Family members of a deceased disabled WWII.
- Citizens who received insignia.
- Veterans and invalids of the Great Patriotic War.
If a pensioner fits one of the above categories, then they apply to the local social protection authorities or the Pension Fund for benefits. And if the pension is lower than the cost of living, then in any case additional payments are due. And since the “children of war” are not yet in a separate category, they can take advantage of the benefits provided for other groups.
How to get a beneficiary certificate
To obtain additional benefits, a citizen will need a certificate of "children of war." Who belongs to this category in your area of residence, and whether it exists there at all, you need to find out in the local social authorities. By the way, to obtain the above-mentioned certificate, a citizen will need to apply there with a passport.
In this case, he will have to draw up a statement, the answer to which comes, as a rule, within two to three weeks. After this time, the citizen receives a certificate of "child of war." But we repeat that for now, such a document can only be obtained in some regions of Russia, where local laws on the provision of benefits for the described category of citizens have been adopted.
