According to constitutions and other supreme documents of states, most of them are positioned as legal. This is provided for in acts of international law, agreements, as well as UN principles. The most important thing in a civilized state is the rights and obligations of its citizens, which must be respected first of all. Their combination may be different in certain countries, but the general principle is approximately the same. So, the rights and duties of a citizen of Ukraine are practically the same as those of citizens of most states of the world.
How are they connected?
Meanwhile, rights and obligations are inseparable, and more precisely, obligations are always tied to rights. By what means and how are the rights and duties of a citizen connected ? First of all, with the help of a very simple rule - the existence of a law gives rise to the obligation of its observance by other persons. My right is the duty of another person. I have the right to life, respectively, the duty of other people is to respect and not violate this right. How are the rights and obligations of a citizen related ? Reasonable use of rights is implied. Similarly, my right to life gives rise to my obligation to dispose of it wisely, within the framework of the law and without violating the rights and interests of others.
Why are they related?
In itself, law is quite abstract and practically does not establish a framework for its limitations, which can be dangerous for society. The relationship of the rights and duties of a citizen allows you to regulate the actions of subjects of society and the state in such a way that there is no violation of anyone’s rights. Moreover, the legal system is designed so that an entity with a large number of rights has a large number of duties. This creates the unity of the rights and duties of citizens, their correct proportion, which does not allow the authorities to abuse their prerogatives. Each right will be accompanied by such an obligation that does not allow violating the interests of others. Using the famous phrase, "the more power, the more responsibility for it." One way or another, but for each of our rights we bear a certain responsibility, even for the so-called natural rights.
What if ...
Imagine a state that does not know how the rights and obligations of a citizen are related, moreover, does not seek to create any kind of connection. In this case, absolutely any right becomes unlimited: I have the right to use self-defense weapons, but there is no obligation to use them only in extreme cases. I have the right to life, but there is no obligation to dispose of it within the framework of the law, on the basis of principles of respect for other members of society. Such examples can be continued indefinitely, but there will be only one sense - the absence of a close connection between rights and obligations entails the birth and dominance of anarchy in society. It is terrible to imagine what the power subjects, and even more so the heads of state, could have done if they hadn’t had a huge amount of responsibilities to their people, to other authorities, and even to other states and the world community.
Fundamental rights and obligations
If you recall history, referring to antiquity or the Middle Ages, you can clearly see the consequences of the absence of any connection between rights and obligations. Slaves in a slaveholding society had to comply with a number of prohibitions, while a huge number of duties were assigned to them, while the gentlemen and rulers had a completely opposite situation. Then no one understood how the rights and obligations of a citizen or, in general, of a person are related.
At the moment, the list of basic rights and obligations of a citizen is constantly increasing. With the advent of new rights, new responsibilities arise. The main list is contained in the constitutions and other supreme acts of the state, and basic rights are enshrined in many international conventions and agreements.
Fundamental natural rights are the right to life, to freedom, to voice. Derived from them are the rights to education, protection and so on. But absolutely all of them give rise to responsibilities, respectively, and the data also has its own “balances”. The main obligations are inextricably linked with the rights of citizens, it is the obligation to reasonably dispose of their freedom and to limit themselves in freedom of speech, so as not to harm other people or slander them. The right to protection (security) implies, for example, the obligation to maintain such protection and ensure such security directly or indirectly, through taxes.
