The Bible of Fallout 2 says: Horrigan is a genetically modified mutant resulting from an experiment to create a universal soldier. It just so happened that during the performance of one task, Frank (still being a man) was infected with FEV - a virus of man-made evolution.
The Enclave scientists have decided to save the agent and make him a real killing machine that will execute all orders. If we talk about weapons, Horrigan owns the knife of the Main Reptile and the gun of the Main Reptile. Horrigan Biography
It is known that Frank was born in 2211. There is no information about Horrigan’s childhood and youth. At first, he was in the secret service of the Enclave. However, from there he was transferred to the field units - due to violence that was not justified by anything. Later, along with other military groups, Horrigan was sent to search for slaves, which were essential for excavating the destroyed military base called Mariposa.
In September 2236, during the excavations, slaves discovered FEV, as a result, everyone who was nearby at that time became infected with the virus. Among the infected was Horrigan. A group of scientists from the Enclave evacuated Frank and investigated the consequences of infection.
In 2238, Frank Horrigan as a result of an experiment turned into a supermutant: he was injected with an improved version of the virus of man-made evolution and potent drugs. Frank's abilities were studied by a whole science department, which was led by Charles Curling. In the winter of 2239, it was decided to check the mutant as part of the military operation, and at the end of March 2239 he was already taking its final shape - power armor was put on his body, which could no longer be removed. The fact is that it is the armor that literally “pumps” the character with drugs and acts as a life support system. Due to its characteristics, Horrigan becomes the solution to almost all problems of the Enclave.
It is important to note that Frank was a real monster even before he was infected with the virus. He had a huge number of psychological problems. It is worth saying that Frank himself never considered himself a supermutant. Only scientists considered it that way, although they usually characterized it only as an “experiment”. As for the soldiers, they were not particularly worried about his mutation, considering him a kind of walking bomb. Most of the soldiers considered Frank Horrigan a freak, few volunteered to accompany him on assignments.
After a huge number of completed tasks, Horrigan finds his death - in the autumn of 2242 he dies in a battle with the Chosen One. According to Frank himself, he launched a self-destruction mechanism. Although in reality it is just a bluff. All traces of the super mutant are destroyed by the destruction of the reactor following its death and a powerful explosion.

How to beat Horrigan?
This Fallout character has 2,999 health points. He is armed with a powerful plasma gun. Usually he shoots from it until the ammunition is depleted. After that he takes out a knife. It is also important that to almost all types of damage it has a very high resistance. The exception is only electricity damage. That is, in a battle with him it is worth using a weapon with this particular type of damage. An Alien Blaster, a super electro-shot or a pulse gun will do. But mutagenic serum and a syringe with poison can not kill Horrigan.
Assistance in the final battle will have a detachment of Sergeant Granite and stationary turrets.
