Preferential payments to war veterans are enshrined in the legislative act of Russia, which is called "On Veterans". In the future, it was processed several times, and now there is a new project requiring approval. Based on the first paragraph of the third article, the category of veterans includes military personnel participating in combat missions and armed conflicts. Since August 1999, counterterrorism operations have been added here. The law provides participants in military events, including ordinary soldiers, with a legal and social guarantee of protection. Its goal is to create decent living conditions for these people, to ensure well-deserved respect in society. And although the law is in force, much is unknown to people about it. Often on television, in newspapers, on the radio you can hear the question of what payments to war veterans are supposed to be, and how they can be achieved. After all, there are cases that those who are entitled to privileges are not using them just because they don’t know anything about them.
If you give a general answer, all the benefits of a war veteran consist of cash payments every month and the availability of a set of standard social services, which includes state-paid travel to the place of treatment, the provision of medicines and vouchers for treatment, rehabilitation, or just relaxation.
In addition, the Federal Law of the Russian Federation provides for the following benefits and payments to veterans of military operations operating throughout the country:
- payment of utilities and rent is taken in the amount of 50% of the existing one, and it applies to all members of the veteran's family living together;
- guaranteed service in various kinds of medical institutions and, in addition, receiving extraordinary medical care, which is provided by state guarantee programs in healthcare;
- preferential pension to war veterans, fixed by law;
- the provision of housing and the improvement of living conditions for those who managed to get on the housing register before January 2005, at the expense of the state;
- installation of a telephone in an apartment in the first place;
- in the manner established by the government, veterans are provided with dentures (except for dentures) and prosthetic and orthopedic products;
- the prescribed vacation every year is used not on schedule, but at a convenient time; upon request, unpaid leave of up to 35 days per year is provided;
- tickets for all types of transport are provided out of turn;
- passing retraining courses, advanced training at the place of work is carried out at the expense of the employer;
- out-of-competition admission to most higher and secondary state educational institutions, payment of special scholarships.
Today, in spite of all the listed privileges and payments to war veterans, the State Duma deputies submitted a draft new law, which considers the status of these people. There are additions to existing wordings and new proposals. The project says that the state will continue to develop social security programs for combatants - the necessary funds will be allocated for this.
The new federal law applies to all combatants permanently residing in Russia. They have the right to social protection and economic well-being. All this provides the right to provide pensions and benefits for the payment of taxes and benefits. The retirement seniority of warring contract soldiers, as well as employees of the Ministry of Internal Affairs and the penal system is calculated on the basis of one month and a half. For those who are constantly in a state of emergency, a month counts as three.
