The identity card of the Republic of Kazakhstan is the most important document that identifies a citizen and allows you to perform a number of civil actions. There is a difference between an identity card and a passport of a citizen of Kazakhstan.

In the Republic of Kazakhstan, a list of basic documents that confirm the identity of a citizen, requirements for securities, as well as the procedure for issuing, restoring and seizing are established by the law “On Identity Documents”.

So, documents on which civil transactions are concluded and papers confirming the identity of a citizen can be:

  • passport;
  • identity card (Kazakhstan);
  • residence permit (for foreigners);
  • stateless person certificate;
  • diplomatic or business passports;
  • seafarer's identity card;
  • proof of refugee status;
  • birth certificate;
  • certificate of return.

In some cases, a military ID, a driver’s license, a birth record in the book of acts may be an identity document. An identity card (Kazakhstan) is issued by authorized bodies of the republic and remains the property of the state.

Documents are filled in by default in Kazakh. At the request of the owner, personal information can be duplicated in Russian or English. At the same time, only a passport or certificate of a stateless person can be filled out in English.

Basic requirements for documents

Any identity document must comply with a number of requirements defined by the same legislative act as the list of securities. A passport, an identity card (Kazakhstan) or another document from the above should contain the following information:

  • surname and name, patronymic (if any) of the citizen;
  • place and date of birth;
  • photo (except for birth certificate);
  • gender (other than birth certificate);
  • nationality (exclusively at the request of the owner of the document);
  • citizenship (except birth certificate);
  • name of the organizational unit that issued the document;
  • series and number of identification card (Kazakhstan);
  • date of issue of the document;
  • signature of the owner of the document (except for the birth certificate).

Some documents also contain IIN. Such papers include: a passport of a citizen of the Republic of Kazakhstan, including official and diplomatic, identification card (Kazakhstan), birth certificate, residence permit (for foreign citizens) and a stateless person certificate.

The main identity document in Kazakhstan is an identity card. A document is issued in the form of a smart card with an electronic chip, on which personal information is duplicated. An identity card (Kazakhstan) is as follows:

The name of the document and the state that issued the identity card are indicated on top. On the left side of the plastic card is a photo of the owner. The front side contains only basic personal information: name and surname, middle name (if available) and date of birth. In the old-style documents, the IIN was also indicated on the front side, and in the lower corner was the signature of the owner of the document.

The back of the identity card indicates the place of birth, nationality (if the owner of the document has not agreed to the nationality, an empty line remains), number and series of the identity card (Kazakhstan), date of issue, name of the authority that issued the card, validity period of the document. There is also an electronic chip and a barcode.

Compared with the old-style documents, the plastic cards issued since December 1, 2014 have changed the design, improved anti-counterfeiting and reduced the number of fields on the front side (IIN and signature were transferred to the document). The first generation identity card (Kazakhstan) is significantly different from modern cards: there is no electronic chip (only a barcode), a smaller machine-readable part of the document, and there is a column “Residence”.

Passport and ID: the same thing?

A smart card made of wear-resistant material is often confused with a passport. Thus, an identity card (Kazakhstan) serves as an internal passport (by analogy with the Russian Federation), while a passport is not a binding document and is issued primarily for travel abroad. By the way, according to internal documents, citizens of Kazakhstan can travel to Russia, Azerbaijan and Kyrgyzstan, for other trips a passport is required.

Other differences between the certificate and passport of a citizen of the Republic of Kazakhstan are as follows:

  • a passport is issued at the request of a citizen, while a certificate is a document obligatory for all persons who have reached 16 years of age and are permanently resident in the state
  • documents differ externally: an identity card (Kazakhstan) is a plastic smart card, the passport is in the form of a standard “booklet”;
  • the passport of a citizen of the Republic of Kazakhstan contains information on a residence permit abroad (if any), the presence of children (if necessary), visas are pasted into the document, marks are crossed on the border, the middle name of the owner is not indicated in the passport;
  • You can apply for a passport at any age, the issuance of a certificate is regulated by law and is mandatory only after reaching the age of sixteen.

Obtaining a certificate in the Republic of Kazakhstan

The certificate is issued upon reaching the age of sixteen by a citizen. Obtain an identity card in Kazakhstan in authorized bodies or through the "Public Services" portal by providing a package of documents. The list of required papers for obtaining a document includes:

  • two standard photographs for documents;
  • receipt of payment of state duty;
  • birth certificate (if the certificate is obtained for the first time).

For citizens who do not receive a Kazakh citizen’s identification card for the first time, any document proving their identity (previous certificate, certificate of acceptance of citizenship of the Republic of Kazakhstan, passport of a citizen, etc.) or an application in any form is provided.

Responsibility for untimely application for a certificate

An identity card is a mandatory document, while a passport is issued at will. For late application for an identity card administrative liability is provided. A person will have to pay a fine (usually in the amount of 5 MCI).

Actions after losing a certificate or passport

Loss of identity card (Kazakhstan) requires immediate action. A citizen should provide the authorized bodies with a written application for restoration (indicating the circumstances of the loss), a certificate of theft of the certificate (if any), a receipt confirming payment of the state duty, a passport (if available) or an identity card (in case of loss of a passport). If the document was lost abroad, the citizen should contact the foreign institution of the Republic of Kazakhstan.
