Serious changes have been introduced in Belarus since January 1, they relate specifically to the rules of the road for owners of personal vehicles and have touched primarily on administrative penalties. Automatically, all this led to an increase in the fine for the lack of inspection in Belarus. Let us consider in more detail to what extent administrative penalties have changed and what exactly threatens drivers.
What is the feature of passing inspection?
Specialists carefully studied the statistics and came to the conclusion that last year, almost 60% of drivers refused to undergo inspection. The main reason for such a rash act is the high cost of the state duty, because, as I recall, in Belarus payment for inspection is charged directly with the state duty.
To date, the traffic police have revised the “road tax” and concluded that drivers who do not want to pay this tax should be punished more severely, so a new penalty was introduced for the lack of inspection. All proceeds will go to improve the roadbed in the republic.
Inspection Standards in 2018
In the SDA of Belarus, new standards will now apply. Along with new changes in relation to stickers and chipped paint, drivers will now be seriously punished for the lack of inspection. In 2018, when passing the inspection, certain points for a particular car can be taken into account:
- For example, you can indicate that one bulb is present and another is missing.
- The bulb that is responsible for the turn signal must be in working condition, despite the fact that the arrow on the panel may be worn out.
- On the devices, a mark may be displayed that the brake pads are worn out, but there were no problems with the brakes when checking.
This inspection allows drivers to safely move on the roads, as all the nuances are indicated in the diagnostic map. Experts say that the inspection, which was present earlier, was not so convenient for drivers and for the diagnostic centers themselves.
Fines
The penalty for the lack of inspection in Belarus has grown significantly, so it’s easier for vehicle owners to get through the inspection than pay the penalty. To date, there are changes in the Code of Administrative Violations that describe in more detail what awaits drivers who do not want to undergo a vehicle inspection and continue to violate traffic rules.
First Time Penalty
If the driver has not passed the inspection, the fine at the first stop by the traffic police may reach from 24.5 to 73.5 Belarusian rubles. Most often, a penalty is imposed in a minimum amount, but only if the driver pleads guilty to a violation.
It should be noted that for each car this amount can be different, for example, for owners of a light car that weighs up to 2 tons, it will be easier to pay a fine in a minimum amount than the state duty.
Penalty for repeated violation
If the driver after the first fine has not done inspection and continues to commit an administrative offense, more stringent measures may be applied to him. It happens that the traffic police catch the same owner of a car on the same offense. In this case, the amount of the fine can quickly grow and reach 122.5 Belarusian rubles. Depending on how many times the driver will be caught in the same administrative offense, the fine will also increase, for the fourth time it can be five basic units. In no case should we forget about the state duty, which will also result in a pretty penny. The penalty for the lack of inspection in Belarus can be maximum, it all depends on the number of offenses.
The documents did not say anything about whether to stick a sticker on the windshield in a car, but experts say that cars without a sticker can check and stop much more often.
How will the penalties be carried out?
In order not to receive a fine for this administrative offense from the traffic police, a vehicle inspection is the only way out. Belarusian legislation clearly describes that it is forbidden to drive a car without undergoing a routine inspection. For its implementation, you must contact the special authorities that are licensed to carry out all measures regarding vehicle diagnostics. The main document has been developed in Belarus since 2014, and only in 2018 it was able to replace a large number of unnecessary papers and technical regulations.
If the driver has committed an administrative offense, then the penalty for the lack of inspection in Belarus will be as follows:
- Experts say that after a traffic police inspector stops and an offense is discovered, the owner of a car can receive a notice of lack of inspection by mail.
- To identify all the intruders, it is planned to put the cameras in continuous mode. This will help track cars with failed inspection.
- It is planned to work with the company "Safe Roads", the traffic police will have to provide all the information about the state inspection.
- The system will be modernized in the future, so there is a chance for all drivers to get inspected.
- Additional work will be carried out with all car owners in order to clarify how road safety can be ensured.
According to the State Traffic Safety Inspectorate, a fine for the lack of inspection in Belarus is a necessary measure, thus the government seeks to restore order on the roads and exclude offenders. It should be noted that all standards are very similar to European rules, so in the future there are hopes that there will be more conscientious drivers on the road. It is important to remember that if the driver did not stick a sticker on the windshield indicating the passage of the inspection, but he still has one, then in this case, none of the inspectors has the right to write a fine.
