In the presence of serious family or personal circumstances, any citizen of the Russian Federation has the right to write an application for the provision of material assistance. A written appeal is a legally significant argument, on the basis of which the appointment of material support from the state or the employer is considered.
The concept and conditions of receiving financial assistance
Material assistance is a cash payment provided to a certain category of citizens by state social protection bodies or the employer. Payment can be both one-time or monthly. The following socially vulnerable persons can count on financial support:
- having the status of low-income;
- temporarily unemployed;
- raising disabled children;
- persons who have lost close relatives;
- large families with minors of school age;
- orphans and other persons.
Depending on the regions of the Russian Federation, social assistance programs for citizens may be provided to a greater or lesser extent. Basically, the entire burden of measures for social, material and other possible support for needy citizens lies on the shoulders of state structures. First of all, social protection bodies, sometimes the Pension Fund, provide assistance. In some cases, the employee may apply for a cash subsidy from the employer. Subsidies are non-productive in nature and are established by each individual organization at its discretion.

There are no clear requirements and rules for writing an application for material payments under federal law. Regional and regional authorities independently develop and approve forms and sample applications. Also, a private organization may determine its own procedure for writing a written appeal.

In some cases, coordination with other municipal structures is required, including with the pension service, the employment center.
Even provided that the application was drawn up in accordance with the specified requirements, this does not guarantee support from the administration. Reasons for failure may vary:

State financial assistance at birth
The main support for replenishment in the family is provided by state organizations. Financial payments are required. At birth, the law provides for both regional and federal subsidies.
State payments that are relied upon at the birth of a child include the following:
- allowance for timely registration of pregnancy;
- lump-sum payment after the birth of a child (paid to both previously employed and unemployed women);
- monthly payments for the first child, assigned from the birth of the baby until six months (the law is effective from 01.01.2018).
The most significant type of financial assistance is a certificate that allows you to get maternity capital at the birth of the second baby (subsequent children). Payments at the place of work at birth
Material support from the employer should be provided without fail only if such conditions exist in the collective agreement. In other circumstances, a lump-sum financial payment is provided at the discretion of the employer.

The application is endorsed by the superior. On the basis of a written application, the employer issues an order according to which a specialist is paid a cash allowance. Compensation, in the first place, can be expected by highly qualified, valuable workers, as well as employees with a difficult financial or family situation.
When the baby appears, a statement on the mat. help can be submitted immediately or until the baby is one year old. However, more often the employer draws up the allowance in the first months after the birth of the crumbs, in order to reduce the tax burden of the organization, as well as the employee.
Assistance in connection with difficult financial situation
In an adverse life situation, anyone can be. Depending on the circumstances and status of the needy person, assistance is possible both from the state (center of social protection of the population) and from the employer.
Difficult life situations associated with financial problems include the following reasons:
- the need to support elderly (over 65 years old) relatives;
- temporary disability (status of unemployed);
- raising small children (status of a large family) or the appearance of one child (status of a single mother);
- the presence of disability in any of the close relatives.
The basis for payments due to a difficult financial situation is a statement on mat. help. A written request is drawn up regardless of the area in which a person works - budgetary or in a private enterprise (or unemployed). A single form of written appeal is not available. Therefore, a person who needs support can present his situation in a convenient manner.
However, the standard template for any application requires a βheadingβ for the form (that is, to whom the request is addressed, who is seeking help). Often, in the sample application for the mat. the help available in state institutions is not required to describe the situation in detail. The same applies to private organizations. Usually the standard wording of the application for the mat is applied. help "in connection with a difficult financial situation." The date must be set below and what is written is verified with a signature, decryption of the applicant's signature is also necessary.
In situations where such circumstances are stipulated by the labor agreement, the employer is obliged to provide assistance if there are good reasons. When such conditions are not stipulated in the Regulation or the contract, the head decides issues with payments at his discretion. The size, and sometimes the form of support, is determined by management on the basis of an individual approach or fixed amounts approved in the Regulation of the institution.
Payments for vacation to employees of state institutions
The question is how to write a statement on the mat. help for the holidays, many workers are worried. A written request for the appointment of financial assistance has the right to write both an employee of a budget organization and an employee of a private company. For specialists of state institutions, this moment is fixed in normative acts. The main legislative document regulating the rights of workers is the Labor Code of the Russian Federation.
According to the law, each employee, taking a vacation, has the right to receive annual financial assistance. Vacation financing is provided from the state wage fund for public sector employees.
To receive vacation pay, the employee must write a statement addressed to the director of the budget institution. Any application should begin with the full name and surname of the chief to whom the paper is addressed. Then the surname, first name and patronymic of the applicant are indicated. For the budget and for the private sector, the main points and design of this paper are identical. However, there are still some nuances in writing. As a basis, private owners indicate a collective agreement or a provision on vacation pay.
Trade union financial assistance application
Provided that the employee of the organization is a member of the union, he can send a request for financial support to this organization. Reasons why a union member can write a statement:
- serious health problems;
- loss of loved ones;
- birth of children;
- material difficulties in connection with difficult life circumstances and so on.
The list of situations for which cash payments are provided is mandatory in the charter of any trade union organization. Application to the union on the mat. assistance is in free writing. The request is drawn up in the name of the chairman of the trade union association.
Like other statements of a similar nature, the appeal must contain a specific reason why a person needs support. In addition, the applicant must attach to the form the documents substantiating his request (a copy of the death certificate of a relative, a health certificate, the conclusion of the commission on recognition of accident accidents, etc.). Student Social Support
Learning youth, if necessary, can apply for financial assistance from the head of the educational institution. A difficult life situation, illness, loss of loved ones, any emergency cases, theft, fire, and so on can serve as the justification for the request. Among the reasons may be a joyful event - the birth of crumbs in a young family.
The order for the appointment of support is issued on the basis of an application for mat. Help SFU. Payments do not depend on student performance, the main reason for the appointment of cash subsidies or denial of them are good reasoning. The document is written in the name of the rector of the university. You can submit it at any time.

Together with a written request, the student must attach a copy of supporting documents, as well as the TIN. Directional appeal is considered in the educational department. At the end of the application, the accepted conclusion of the study commission is recorded.
The decision can be either positive or negative. If financial assistance is provided to the Siberian Federal University, then the money is transferred to a bank card, on which a scholarship is awarded to the student.
