Most young Russian families are interested in the latest changes in family law. At the end of 2017, at the initiative of the President of the Russian Federation, a number of laws were adopted whose purpose was to increase the birth rate in Russia and help young families.
Of great interest was the deadline for the completion of the Maternity Capital program, since after the latest changes its effect should have been stopped on December 31, 2018. According to statistics, during the duration of this state support measure, a huge number of Russian families were able to take advantage of it, so the hype around this issue is understandable. Based on the adopted decree, the President of the Russian Federation decided to postpone the deadline for the “Maternity Capital” program to 2021.
New validity period
At the end of 2017 V.V. Putin signed a decree on the extension of the scheme of action of maternity capital, which indicated a new term - 2021. The changes took effect from the beginning of 2018. This paragraph also includes new provisions related to the size of payments for a second child up to one and a half years old and the maintenance of children in a municipal preschool institution up to three years of age. It is worth noting that even at the end of the Maternity Capital program and the absence of its further extension, women who received the certificate will be able to use it after 2021, as the government does not refuse its own promises.
Are restrictions possible?
Focusing on the completion dates of the Maternity Capital program, it is important to immediately distinguish between several likely restrictions associated with the period of state support:
- The ability to obtain a certificate. Only those families in which the birth or adoption of a second and subsequent children occurred before December 31, 2021 have the right to receive a state certificate.
- Terms of circulation for receipt. Current legislation does not have time limits. As soon as the right to receive appears, each citizen can arrive at the nearest FIU and draw up a number of necessary papers to obtain a certificate on hand.
- Payouts. This refers to the time period during which the funds must be used. The law on maternity capital is not regulated by this clause.
What are the deadlines for obtaining a certificate?
On the basis of the fifth article of the Law on Maternity Capital, it can be argued that a woman who has the right to receive a certificate can contact the PFR or MFC at any time convenient for her to submit an application, which means there is no deadline.
With regard to practice, it is necessary to focus on the following aspects:
- Although it is indicated that maternity capital is valid until the end of December 2021, however, after this period, the law continues to work. This means that if a child is born or adopted before December 2021, the parents have every reason to receive a certificate or apply for funds.
- If parents apply after receiving a long period for receiving funds from the Pension Fund, the funds allocated will not be depreciated, as indicated by Law 6 on Indexing. It is important to note that this provision was temporarily suspended until 2020 due to the freezing of the program:
- Previously, the amount of maternity capital and its indexation were calculated by multiplying the set amount for the previous year by the stipulated coefficient. Thus, the calculation is provided from 2016 to 2019;
- this order will remain valid after 2021. According to the latest data, since 2007 there has been a depreciation of one third. Therefore, it is impossible to guess in advance how profitable it will be in the future.
Is it worth it to draw up maternity capital right away?
And although there are no big differences when registering family capital, in some cases it is advisable to do this as soon as possible. After all, you can spend them later, when such a need arises. In the case when a second child is born in the family, everyone can meet a number of obstacles:
- Before submitting an application to the FIU, it must be indicated in which account of the child the certificate is issued.
- In the case when at the time of registration the second child was no longer the youngest, employees may require the issuance of a certificate for the third in order to preserve his rights.
- If a citizen has expressed his disagreement with such measures, such a decision will have to be challenged only through legal proceedings, however, it is almost impossible to win such a case, since such a right of the FIU fits into the framework of the current legislation.
If there is a third point, then you will have to wait another three years in order to apply it in the future, or use will become possible only for mortgage lending. This can be a down payment or payment at an interest rate.

Having considered the validity of maternity capital and up to what year the program is in effect, several conclusions can be drawn. The program was extended until the end of 2021. The full duration of state support today is 14 years. You can get a certificate immediately after collecting all the necessary documents. The time limit for spending funds is not limited by law.
