In Russia, certain categories of citizens are entitled to an extraordinary enrollment of children in a preschool institution. But not everyone knows who can do this. There are also other benefits for admission to kindergarten. What legal norms do you need to know? More on this will be discussed later.
Legislation
Benefits for admission to kindergarten are fixed by various documents:
- Regulation of the Government of the Russian Federation, which sets out the norms for completing institutions with children from privileged categories.
- Order of the Ministry of Education and Science of the Russian Federation No. 2562, supplementing the first document.
- Federal Law No. 124 includes categories of citizens with preferential enrollment, as well as the registration procedure.
- Federal Law "On Education", which provides for the release or partial payment for kindergarten by some citizens.
It should be borne in mind that local governments can formulate their own bills, which will include compensation for not providing a place in a preschool institution. Therefore, in each region, benefits for admission to kindergarten may vary. The law provides for such a phenomenon.
Queue in DOW
What are the benefits for admission to kindergarten? Some citizens are given the right on preferential terms to send their children to preschool educational institutions. It concerns:
- Orphans 18-23 years old, as well as persons engaged in raising a child on their own (18-23 years). This right is confirmed by an extract from the guardianship organization.
- The victims of the Chernobyl disaster. Confirm the status will help evacuation certificate, disability document.
- Dysfunctional families. To do this, you need to take a referral from the juvenile commission.
- Children of judges and prosecutors.
In addition to these citizens, families raising foster children have the right to extraordinary enrollment.
Queuing
You can enroll in DDU in the standard manner or on benefits, if provided. Previously, to register a child, it was necessary to contact the head of the institution to resolve this issue. But after abuse of official position, this duty is performed by special commissions that deal with the distribution of children in kindergartens.

Electronic queues
Since 2015, a simplified process of enrolling in kindergarten began to operate. These are electronic queues. The program is distributed throughout the country, but not everyone uses it. Online recording can be found on the official website of the administration. It is convenient and efficient.
Signing up online is easy. You must register on the site. It is necessary to indicate the full name of the child and parents, the number of the birth certificate, and the address of residence of the applicant. You need to enter information about the benefits. Contact details must be indicated. When filling out the application, the desired institution must be indicated.
After that, the child will receive his number in the queue. But this is only leaving an application, which does not exempt from visiting the administration. There you need to submit documents, without which the place in the queue will be invalid. If this is not done in a month, then the entries will be archived, and the number will not work.
Fixing a place
If the family has benefits, then a ticket can be obtained in a timely manner. You must contact the kindergarten as soon as possible. Only then it will turn out not to lose your place, officially securing it for the baby. To do this, you need to make a statement, and attach paper to it.
You must provide a ticket issued by the administration. Previously, vaccinations were mandatory for enrollment in kindergarten, but now this norm has been changed. If parents do not want to perform these procedures for their child, no one can refuse him to get a place in kindergarten.
Then DOW and parents conclude an agreement. There will be spelled out the nuances of payment. If the family has the right to receive benefits on payment, you need to provide documentary evidence of this. With this procedure, the child’s place will be assigned.
Who will be the first to enroll?
Benefits for admission to kindergarten provide priority enrollment for children of certain categories of citizens:
- Families of police officers or former employees of this structure who cannot serve due to injuries in the service. This also applies to those killed in the line of duty.
- Families of military personnel under contract. A certificate from the military registration and enlistment office is required.
- Disabled families.
- Large families.
First, children from these categories are recorded, and then the rest. This is fixed by law, so no one can circumvent such rules.
Who benefits?
When primary and extraordinary children are enrolled, a new line is created, which also provides benefits for admission to kindergarten. These categories of citizens include:
- single mothers;
- kindergarten workers who work in government offices.
State assistance for payment
There are other benefits when a child enters kindergarten. The following citizens shall be exempted from payment for a preschool institution by the state:
- families where children have tuberculosis intoxication;
- families in which parents are recognized as orphans or have children with disabilities;
- low-income families.
Benefits are provided not only to the civilian population of the country, but also benefits to servicemen upon admission to kindergarten. 50% discount applies to:
- large families raising 3 or more children;
- families where parents are disabled 1 or 2 groups;
- families in which parents are recognized as participants in the liquidation of the Chernobyl accident;
- families where the parents are contract soldiers.
Compensation
In kindergartens, there are long lines, which is why many mothers cannot go out of the decree for a long time. According to article 43 of the Constitution of the Russian Federation, education, including pre-school, is publicly available. What to do if there are no places even for beneficiaries? Then you can expect to receive compensation. It is paid in size depending on the age of the child:
- 1.5-3 years - about 6 thousand rubles;
- 3-6 years - 4 thousand rubles per month.
But this rule does not apply at the legislative level; it can be provided only at the regional level. The list of benefits for admission to kindergarten in each region is different. And the amount of payments may also vary depending on the budget.
Documents
It is necessary to collect some papers in order to apply for benefits for admission to kindergarten. In St. Petersburg, as in other regions, the collection of the following documents is provided:
- statement;
- confirmation of benefits;
- copy of the passport;
- copy of birth certificate;
- Marriage registration;
- confirmation of the address of residence.
Additionally, they may require:
- certificate of employment;
- child birth certificates if the family is large;
- certificate of salary;
- confirmation of a preferential category;
- disability document.
The listed papers must be submitted in the original and in copies. Only with a full set of documents will the application for benefits be considered.
Where to go?
To get a place in kindergarten on the basis of benefits, you need to contact social protection. The necessary documents should be prepared. If you need to quickly resolve the issue, you need to visit the MFC at the place of residence. The sooner you sign up for the queue, the faster the child will be registered.
Regional benefits
Regional benefits may be provided upon admission to kindergarten. Compensations for not providing a place in a preschool institution differ. The reason for this is that the issue of compensation is being decided at the regional level, and not at the state level. Therefore, local authorities solve such problems themselves.
In regions, a discount on payment for services may be increased. Therefore, it is necessary to find out the exact information in the departments of social protection. But the principles of enrollment in the regions are similar. Almost the same rules for the operation of kindergartens also apply.
Features of state kindergartens
Such kindergartens work under state programs that allow children to receive the necessary level of knowledge. The guys on it will not be overloaded. Institutions are located on a vast territory of cities, so you can sign up at the nearest institution. It is possible to choose a specialized kindergarten taking into account health problems.
Children remain in such an institution all day, but there are groups of short-term stay in them. There is the possibility of additional classes with a child, but for a fee. For children in state kindergartens, a balanced diet is available. The activities of the institution are controlled by higher authorities. It is in such a garden that you can take advantage of benefits that are not available in private institutions.
But the institutions have disadvantages, for example, large groups (up to 30 people). It is difficult for the teacher to keep track of everyone. Not always high quality child care leads to complaints from parents. But the manager cannot fire the employee, because they are already in short supply. Many are not happy that the food there is ordinary. If the child is not used to such food, then he will be hungry.
Kindergarten choice
It is necessary to register in the institution beforehand, preferably after the birth of the baby. It is better to choose several gardens located near the house. Then it will be possible to determine the appropriate option.
Gardens differ in operating modes. Usually they are open for 12 hours, 14, but there are around-the-clock establishments, five-day and short-term. If there are any benefits, then they must be used.
