Unfortunately, there is no built-in voice chat in Terraria. How to open a chat in the game? Using the Enter key, you can open a window in which other players communicate and in-game events are also displayed.
After typing, press the Enter button again to send a message to the players. There are some console commands that allow you to write to a specific person, and only the recipient will see what is written. Such a command can be registered both in the game chat and in the console.
The developers did not add a chat parameter to the settings, so changing the binding of the Enter key does not work.
Single player and console
