The contract system in the field of procurement stipulates the activities of the supervisory authority, customer and specialized company in the field of procurement on a professional basis with the involvement of highly qualified experts who are endowed with a lot of theoretical knowledge and skills in the field of procurement. In the event that the customer's procurement volume for a year is above the threshold of 100,000,000 rubles (including the executive authorities of the region, budgetary institutions and state-owned institutions of the region), special structural units must be created. They are called contractual services. Remember that the creation of special structural units for the purpose of establishing a contract service is not mandatory.
If the customer’s procurement volume for the year is below the threshold of 100,000,000 rubles, and also if the customer does not have contract service, a special official should be appointed. It will be responsible for making certain purchases, including the execution of the contract. Usually such a person is called a contract manager.
